In recent years, local governments in the United States have increasingly used eminent domain to promote economic development, raising concerns among property-right advocates over what those advocates view as unlawful, or what should be unlawful, takings of private property in order to benefit another private property owner. This philosophical and legal dispute reached a crisis point in the 2005 United States Supreme Court decision in Kelo v. City of New London. This study reviews Clark County's non-conforming zone change process from 1990 to 2002. A non-conforming zone change, sometimes known as a non-conforming zone boundary amendment is a proposed request that is not within the range of residential densities and/or non-residential intensities indicated on the applicable land use plan map, master plan, or concept plan. This research explores and examines two questions raised by the Clark County's new implementation plan, which was approved in April 2003 to amend the non-conforming zone change process. 1) Clark County assumed there was a public perception that non-conforming zone changes were being approved without regard …

Many case studies have been published that report a decrease in crime as a result of Crime Prevention Through Environmental Design (CPTED). Although methodologies and results of some studies have been questioned, there is agreement that the designed environment can influence human behavior.
Data in this study were accumulated by the investigation of a local mall. Mall management and head of security reported a decrease in all types of crime after improving and adding security measures for customers and store employees. The basis of this research, is to evaluate the North Las Vegas area in order to develop knowledge of what areas are in critical need of rehabilitation. Improperly maintained affordable housing is one of the largest sources of wasted resources. The research was obtained through a windshield survey process, which included approximately 12,000 homes in the North Las Vegas area to determine their conditions. Land development in the Las Vegas Valley continues at an unprecedented rate and future growth will no doubt be strongly advocated. Yet, water resources in this desert area are finite, and in the near future, supply will fall short of demand. Plans are underway to supplement the existing supply, and proposals to secure additional sources are under investigation. But there are no guarantees these ambitious endeavors will materialize.
