Research Note: Determinants Of Bus Dwell Time, Kenneth Dueker, Thomas J. Kimpel, James G. Strathman, Steve Callas

This research note reports an analysis of dwell times at bus stops using archived Automatic Vehicle Location/ Automatic Passenger Counter (AVL/APC) data reported at the level of the individual bus stop. The data provide a large number of observations that serve to better understand the determinants of dwells, including analysis of rare events, such as lift operations. The analysis of bus dwell times at bus stops is applicable to TriMet, the transit provider for the Portland metropolitan area, and transit agencies in general. Through its Progress Board created in 1989 and Oregon Benchmarks, Oregon has been a leader in collecting and using data to discern statewide trends in dozens of different economic, environmental, and social arenas. Oregon was among the first U.S. states to set targets for the future in each of these categories, allowing its citizens to see how much farther we have to go to achieve livability goals. In this study we analyze the impact of the urban growth boundary on rural landscape change in Portland, Oregon, and Clark County, Washington,and assess the importance of rural and agricultural landscapes to residents of the rural-urban fringe. We selected five, 4-square mile areas in the greater Portland metropolitan area for the study. Four are in Oregon and cover the transition area from urban to rural land uses under different levels of pressure along the state-mandated and Metrodel ineated urban growth boundary. A native of Egypt, Nohad Toulan has been a faculty member at Portland State University since 1972 when he founded the Urban Studies Program at Portland State University. Under his leadership the program evolved from modest beginnings as an undergraduate certificate progam into a Ph.D. grant ing school and in 2000 it became the College of Urban and Public Affairs. The purpose of this document is to develop, identify, recommend and prioritize the steps for an implementation strategy that promotes the ongoing revitalization goals for Fairview's Old Town neighborhood that is both tailored to current residents' needs and existing housing costs.

This guidebook provides Portland-area planners with relevant information about wildlife crossings in an urban context. While information on wildlife crossings and their effectiveness has been available for a long time, U.S. planners have very little experience with them. In addition, existing information is geared towards rural applications and is not easily transferred to urban environments. In an effort to highlight community-planning efforts in low-income populations and communities of color, a group of Masters of Urban and Regional Planning students conducted interviews with community leaders and wrote this chapter of cases to be incorporated into ONI’s Community Involvement Handbook. These cases are meant to provide inspiration and understanding about the strengths and differences between planning approaches used in diverse communities working outside of the neighborhood association structure. This chapter may also help to inform opportunities for neighborhood associations and other organizations to better collaborate with diverse community groups.

Since 1996, the Greater Brooklyn Business Association (GBBA) of Portland, Oregon has worked with the community and other organizations to assist in the production of several planning documents related to the revitalization of the business environment in the Brooklyn area. Previous studies have focused primarily on transportation related planning concerns surrounding Southeast Powell Boulevard and main street community development issues associated with Southeast Milwaukie Avenue.

The City of Portland currently faces a difficult challenge. As the population continues to grow, greater pressure is placed upon the limited amount of public open space available for recreation. As stated in the Portland Parks & Recreation (PP&R) 2020 Vision Plan, "Demographic, recreational, and funding trends suggest that both current shortages and future needs will intensify and produce inequities in our cherished park system" (PP&R, 2001).
