Neighborhoods, cities and regions facing long-term declines in population and economic activity may consider alternative responses, such as revitalization, regeneration, shrinkage and abandonment. In this presentation I show that planning decisions intended to improve quality of life, informed by qualitative and quantitative data and analytic methods, implemented through accessible and affordable technologies, and based on notions of social impact and social justice, can enable residents to play a leading role in the positive transformation of shrinking cities and
distressed communities.

Urban community development corporations and other local institutions routinely face challenging problems in housing and economic development that require substantial expertise in data analytics and decision modeling. Recent research, inspired by local responses to the housing foreclosure crisis, and developed in cooperation with Boston-area CDCs, has resulted in a collection of applications that can assist CDCs and similar organizations to design local interventions for acquisition and redevelopment of housing. The purpose of this course is to learn principles and applications of GIS to support doctoral-level research and master’s-level research and analysis in public policy and related disciplines, such as public management, gerontology and urban and regional planning. This course has a particular focus on spatial data collection and analysis for urbanized regions within the greater Boston area. We will address basic geographic and mapping concepts. Many older cities in the United States confront the problem of long-term decline in population and economic activity resulting in blighted conditions that make conventional revitalization initiatives unlikely to succeed. Smart shrinkage, a planning approach that emphasizes alternative land uses while preserving quality of life, offers a way for cities to remain desirable places to live and work. However, there is little research on empirical methods to support planning decisions consistent with smart shrinkage. WhoData.org, a community-focused public participation geographic information project, aims to share data that academic, public, private and non-profit organizations can use to assess, monitor and manage quality of life issues. WhoData empowers resident-led, non-profit or communityfocused groups, primarily in New Orleans, with training and resources to map and analyze data they collect on neighborhood conditions and trends. The community data information system, www.whodata.org, houses the results of property condition surveys. Residents are able to highlight priority properties that reflect indicators of blight, create customized maps and export property lists to share with the public and municipal leaders.
