In addition to changes in settlement patterns and urban form (as indicated by population density patterns), the following maps show the ten-year changes in Hispanic, African-American, and Asian populations. Regarding the regional employment rate: is the glass half full or half empty? While the question isn't really that simple, due to the methodology of calculating unemployment rates, it illustrates the classic quandary of ambiguous news. Oregon, like much of the country, has experienced a recent sharp increase in unemployment and the state's jobless rate was declared to be higher than the national average. While this news may appear alarming, in historical context, Oregon's November unemployment rate of 6.4% was not exceptionally high (the rate has since climbed higher). A review of Oregon's Measure 7 ballot initiative, its history, and future impacts. The measure, which was on the state ballot in 2000, was the most sweeping property rights measure ever seen in this country's history. Although the measure passed, it was later ruled unconstitutional, and was being reformulated for inclusion in the upcoming November election.

This issue of the Periodic Atlas focuses on how metroscape residents voted in the 2000 general election. We have used geographic information systems (GIS) technology to map the distribution of votes in each election precinct across the region for the presidential race and all the measures on the Oregon ballot.
