Moving Beyond Short-Term Coping And Adaptation, Christine Wamsler, Ebba Brink
Christine Wamsler
Throughout human history, people have coped with, and adapted to, their environment. This accumulated capacity at local level is increasingly recognized to be critical in improving resilience and transformation. Nevertheless, city dwellers’ coping and adaptive practices are little known, poorly documented and often not taken into account in the work of municipal authorities and aid organizations. Against this background, this study provides a systematic overview of urban residents’ coping and adaptive practices, presents critical insights into their risk-reducing effects and discusses their role in the development of policies and projects to increase resilience. It shows that coping should not automatically …

Integrating Climate Change Adaptation, Disaster Risk Reduction And Urban Planning: A Review Of Nicaraguan Policies And Regulations, Claudia Rivera, Christine Wamsler
Christine Wamsler
The integration of risk reduction and climate change adaptation has become an urgent task in addressing increasing urban risk more effectively and efficiently. This paper analyses the extent to which climate change adaptation is integrated into the policies and regulatory frameworks that guide urban risk reduction in Nicaragua, and discusses related progress. The results reveal significant progress in integrating climate change adaptation into the policy and regulatory frameworks of the three relatively new fields of (a) disaster risk reduction, (b) environmental management and (c) urban planning. They show that differences in the degree of integration relate to the development and …

Planning For Resilience To Climatic Extremes And Variability: A Review Of Swedish Municipalities’ Adaptation Responses, Christine Wamsler, Ebba Brink
Christine Wamsler
Climate change poses a serious challenge to sustainable urban development worldwide. In Sweden, climate change work at the city level emerged in 1996 and has long had a focus on mitigating greenhouse gas emissions. City planners’ “adaptation turn” is recent and still ongoing. This paper presents a meta-evaluation of Swedish municipal adaptation approaches, and how they relate to institutional structures at different levels. The results show that although increasing efforts are being put into the identification of barriers to adaptation planning, in contrast, there is little assessment or systematization of the actual adaptation measures and mainstreaming strategies taken. On this …

Cities, Disaster Risk And Adaptation, Christine Wamsler
Christine Wamsler
Worldwide, disasters and climate change pose a serious risk to sustainable urban development, resulting in escalating human and economic costs. Consequently, city authorities and other urban actors face the challenge of integrating risk reduction and adaptation strategies into their work, although related knowledge and expertise are still scarce.
Cities, Disaster Risk and Adaptation explores ways in which resilient cities can be ‘built’ and sustainable urban transformations achieved. The book provides a comprehensive understanding of urban risk reduction and adaptation planning, exploring key theoretical concepts and analyzing the complex interrelation between cities, disasters and climate change. It further provides an overview …
Interfacing Citizens’ And Institutions’ Practice And Responsibilities For Climate Change Adaptation, Christine Wamsler, Ebba Brink
Interfacing Citizens’ And Institutions’ Practice And Responsibilities For Climate Change Adaptation, Christine Wamsler, Ebba Brink
Christine Wamsler
Climate change poses a serious challenge to sustainable urban development, placing many cities at risk. Climatic conditions are changing to such an extent that the capacity of urban institutions and associated governance systems to deal with climatic extremes and variability is being reduced. New approaches for urban climate change adaptation are thus urgently needed.
There is an increasing consensus that local-level capacities are critical for successful adaptation to climate change and the achievement of sustainable development. However, knowledge about local-level capacities is scarce, and regulatory frameworks are often ambiguous in terms of assigning (complementary) responsibilities for adaptation to institutions and …

Planning For Climate Change In Urban Areas: From Theory To Practice, Christine Wamsler, Ebba Brink, Claudia Rivera
Christine Wamsler
Climate change poses a serious threat to sustainable urban development, placing many cities at risk. Consequently, city authorities face the challenge of finding ways to include adaptation strategies into their work, although related knowledge and competence is still scarce and fragmented. With the aim of contributing to knowledge development and organizational learning, the objective of this paper is to critically review and compare current theoretical and practical approaches to adaptation planning in cities. First the conceptual characteristics and features of a climate-resilient city are identified. Second, the reciprocal linkages between climate-related disasters, urban form and city planning processes are analysed …

With a worldwide increase in disasters the effects of climate change are already being felt, and it is the urban poor in developing countries who are most at risk. There is an urgent need to better understand the factors that determine people’s capacity to cope with and adapt to adverse climate conditions. This paper examines the influence of formal education in determining the adaptive capacity of the residents of two low-income settlements: Los Manantiales in San Salvador (El Salvador) and Rocinha in Rio de Janeiro (Brazil), where climate-related disasters are recurrent. In both case study areas, average levels of education …
Complementing Institutional With Localised Strategies For Climate Change Adaptation: A South–North Comparison, Christine Wamsler
Complementing Institutional With Localised Strategies For Climate Change Adaptation: A South–North Comparison, Christine Wamsler
Christine Wamsler
Climate change and disaster pose a serious and growing risk to sustainable urban development planning, with disasters having quadrupled in the last three decades. The extent of the changing climatic conditions, in combination with growing urbanisation, is making both Southern and Northern institutions and associated social security and governance systems increasingly inadequate in dealing with extreme weather events. This results in an urgent need to discover innovative ways to adapt “outdated” institutional responses and to increase local-level engagement. This paper analyses current risk financing mechanisms at local and institutional levels in both a Southern and a Northern city (San Salvador …

An Innovative Systems Approach For Research On Urban Risk Reduction And Climate Change Adaptation, Christine Wamsler
Christine Wamsler
This paper presents an innovative research on urban risk reduction and climate change adaptation that combines case studies, grounded theory and systems analysis, which could be used as a template for similar urban and interdisciplinary investigations. This new approach allows theory to be built not only on any specific situation/system, but also on how this situation/system could be improved. Moreover, it allows investigations that cross the traditional boundaries between disciplines and sectors as regards: (a) the methods applied; (b) the research focus; (c) the heterogeneous set of practitioners and experts involved; and (d) the outcomes that are relevant to more …

The damage caused by a dramatic worldwide increase in so-called natural disasters is staggering, with the poor in developing countries being most at risk. This paper analyses: (a) the key variables and their causal relations that underlie the complex system of risk and disaster occurrence in slums; (b) the impacts of disasters on slums; (c) the strategies used by local people to cope with risk and disasters; and (d) the reasons for weak coping. The views and knowledge of slum dwellers in El Salvador are the focus of this analysis. On this basis, five complementary ex ante risk-reduction measures have …
