Evaluating Economic Development Programs Using Matched Employee‐Employer Data In A Quasi‐ Experimental Framework, Henry C. Renski
Evaluating Economic Development Programs Using Matched Employee‐Employer Data In A Quasi‐ Experimental Framework, Henry C. Renski
Henry C Renski
In the wake of shrinking public coffers, policy makers are demanding greater accountability from their economic development initiatives. In a discipline known for ‘claiming anything that falls,’ attempts to objectively evaluate economic development programs have been stymied by ill-suited data sources and methods. Survey research is expensive and responding firms have an incentive to lie about the effectiveness of subsidies. Publicly available data on employment, wages, and other outcomes are highly aggregated and lack the power to capture impacts from anything other than the most dramatic, large-scale initiatives. Confidential employee- and establishment-level (micro) data holds considerable promise for more rigorous …
The Impacts Of Casino Development On Demographic And Land Use Changes Over Time: Planning For Palmer Massachusetts, Erin E. Wilson
The Impacts Of Casino Development On Demographic And Land Use Changes Over Time: Planning For Palmer Massachusetts, Erin E. Wilson
Landscape Architecture & Regional Planning Masters Projects
This project uses spatial analysis tools to examine the impact of casino development on the demographic make-up of local communities. This was conducted in order to inform future casino communities as to how their communities may be impacted by casino development. First, this project uses Geographic Information System (GIS) based methods of descriptive spatial analysis to analyze demographic changes over time to see what, if any, economic and demographic impacts may likely occur around a casino. Second, this project also interviews key local officials in casino communities to gain on the ground incite regarding the impacts of casinos. While the …

Environmental Justice And Roma Communities In Central And Eastern Europe, Krista Harper, Tamara Steger, Richard Filcak
Anthropology Department Faculty Publication Series
Environmental injustice and the social exclusion of Roma communities in Central and Eastern Europe (CEE) has roots in historical patterns of ethnic exclusion and widening socioeconomic inequalities following the collapse of state socialism and the transition to multi-party parliamentary governments in 1989. In this article, we discuss some of the methodological considerations in environmental justice research, engage theoretical perspectives on environmental inequalities and social exclusion, discuss the dynamics of discrimination and environmental protection regarding the Roma in CEE, and summarize two case studies on environmental justice in Slovakia and Hungary. We argue that when some landscapes and social groups are …

This photo essay is the product of a partnership between Prof. Krista Harper, the Sajó River Association for Environment and Community Development, and community organizer Judit Bari. The project took place in a small city in northeastern Hungary hit hard by factory closings since the collapse of state socialism in 1989. The Roma community, about 20% of the town’s population, has been especially vulnerable. A team of six young people participated as photographers and discussion participants, working closely with Harper and Bari. Other community members joined discussions of the images. The team held a photo exhibition in the neighborhood where …

How can landscape architects and planners apply the skills acquired through our academic training – and in the work we pursue in our careers – with the needs of underprivileged communities? This research proposed to answer this question through the lens of Community Service Learning (CSL) in Guatemala City, Central America. Specifically, a professor of landscape architecture and regional planning carried out an applied field studies class with eight graduate and undergraduate students to test principles of CSL. The work focused on the research, design, and application of a unique project; the start-up of a municipal composting facility that would …

An Assessment Of Natural Resources Management Conflicts In The Working Landscapes Of Mediterranean Turkey (Turkiye): Koprulu Kanyon National Park, Nedim Kemer
Open Access Dissertations
Environmental conservation and natural resources management are critical global issues of the 21st century. The management of protected public lands emerges as a challenge particularly in developing countries because of the biophysical and socio-cultural importance of these lands. These lands are often referred to as 'working landscapes' where the natural systems and the collective actions of local residents have shaped one another in well-balanced interactions for generations. The working landscapes of the Köprülü Kanyon National Park (KKNP) in Turkey have provided the case study for this dissertation. Eleven villages exist within the park with a total of approximately 7,100 residents. …

The Revitalization Of New England's Small Town Mills: Breathing New Life Into Old Places, John Mullin, Zenia Kotval
The Revitalization Of New England's Small Town Mills: Breathing New Life Into Old Places, John Mullin, Zenia Kotval
John R. Mullin
This paper describes and analyzes the recent experience of communities in the six New England states concerning the revitalization of their 19th century mills and mill yards. It begins with an examination of the importance of these complexes to the economy of New England in the 19th and early 20th centuries and the slow decline of the mills into the present. It then identifies the factors that are now stimulating their revitalization and provides myriad examples of where success has occurred. This is followed by a section on 'Lessons Learned' from the experience, and a closing comment concerning future actions.

Parking Regulation Strategies And Policies To Support Transit-Oriented Development, Ryan W. Lundergan
Parking Regulation Strategies And Policies To Support Transit-Oriented Development, Ryan W. Lundergan
Masters Theses 1911 - February 2014
This thesis identifies and explores the effects that new parking strategies and policies could have on transit-oriented development (TOD) success levels. Additionally, it makes the case for TOD parking regulation reform, and is designed to educate planners and stakeholders on how to successfully and responsibly shape parking regulation in the planning and implementation process, so that land use in the region allows the synergistic provision of sustainable transportation specifically to the Boston region.
Transit-Oriented Development is viewed and defined differently throughout research and literature, with its most common traits being compact, mixed use development near transit facilities and high-quality walking …

Summary Report: Population Estimates In Massachusetts: A Report To The Secretary Of The Commonwealth, Henry C. Renski, Susan Strate, Ludgarda Simmonds
Center for Economic Development Technical Reports
This report summarizes the 2009 estimates results from the UMass Donahue Institute’s Population
Estimates Program (UMDI-PEP). These population estimates are developed in tandem with the
Donahue Institute’s data collection efforts, namely our group quarters and housing unit surveys.
There are several reasons why it is necessary for the Commonwealth of Massachusetts to develop its own population estimates. First, county and sub-county population estimates are a key resource for state and local governments, non-profits, and the private sector which use these estimates to prepare reports, grant applications, business plans, and state and federal compliance documents. At present, public agencies in Massachusetts …

Using Secondary Data Sources To Identify Industrial Synergies Among Precision Manufacturing Firms In The Pioneer Valley, Henry C. Renski
Center for Economic Development Technical Reports
The purpose of this memo is to report the findings from an exploratory analysis of trade and occupational relationships among businesses in the Pioneer Valley’s Precision Manufacturing sector. The motivation for this work is the interest among economic development professionals in developing an information system that can identify local companies with common interest and needs by examining underlying commonalities in their workforce skills, technological foundations, markets and other types of complimentary attributes. These commonalities may then serve as a common platform upon which to build future inter-firm partnerships. One possible application for this information system is to design more effectively …

Urban Form And Climate Change: Balancing Adaptation And Mitigation In The U.S. And Australia, Elisabeth M. Hamin, Nicole Gurran
Elisabeth M. Hamin
The science of climate change is now well established. Predicted weather-related events like sea level rise, increased storm events, and extreme heat waves imply an urgent need for new approaches to settlement design to enable human and non-human species to adapt to these increased risks. A wide variety of policy responses are emerging at local and regional levels – from sustainable urban form, to alternative energy production and new approaches to biodiversity conservation. However, little attempt has been made to ensure that strategies to adapt to the inevitable impacts of enhanced climate change (such as additional open space to enable …
Wildland–Urban Interface Communities’ Response To Post-Fire Salvage Logging, Elisabeth M. Hamin, Robert L. Ryan
Wildland–Urban Interface Communities’ Response To Post-Fire Salvage Logging, Elisabeth M. Hamin, Robert L. Ryan
Elisabeth M. Hamin
Salvage logging, the removal for profit of standing trees that have been damaged by extensive wildfires, has been quite controversial and subject to lawsuits that can delay the logging past the time in which the lumber is still useful. It has not been clear, however, whether the public that has been most affected by wildfires—those that live near burned areas—support or oppose postfire logging. In this research we use focus groups and stakeholder interviews in urban interface communities that have experienced significant wildfires to examine in some detail the perspectives these members of the public have regarding salvage logging. Public …
