US manufacturing is struggling with both a productivity and job quality challenge. These challenges are interconnected, reinforcing the need for increased coordination of economic and workforce development efforts. This article outlines the evaluation findings of a novel business-facing initiative called the Genesis Movement, to understand its role in reshaping the workforce experience within small- and medium-sized manufacturing businesses in Chicago, Illinois. Spearheaded in 2014 by the Illinois Manufacturing Excellence Center (IMEC), Genesis starts with the premise that workforce practices are central to business operations, productivity, and competitiveness—and therefore, manufacturing extension services need to promote improvements to job quality in support …

Portland, Oregon has long held the reputation of being a quirky, artistic, mid-size American city for the ecologically friendly and progressively minded. What is less well-known is that Portland has a long history of segregation, racial violence, and public policy that is often viewed as hostile by the Black residents, especially the Albina neighborhoods of North and inner-Northeast Portland. Since Dr. Gibson published Bleeding Albina: A History of Community Disinvestment in 2007, terms such as gentrification, redlining and restrictive racial covenants have become more common in academic and social parlance concerning Portland. Earlier this year, PSU’s Homelessness Research & Action Collaborative used a calculator developed by the University of Arizona and estimates of how many renter households are at risk of eviction to evaluate the downstream community costs of evictions in Oregon during the pandemic. In light of the state eviction moratorium that is set to expire this month and the CDC moratorium that expires at the end of July, the center is once again looking at the number of households at risk of eviction and the downstream costs.

The Community Case For Violence: Toward A Materialist Perspective On Community Work, Aven Handley-Merk

This paper examines and synthesizes existing critiques of contemporary community work in the United States. These critiques are substantiated and developed by a discussion of nonprofit history and formal structure, establishing the premise that contemporary community work is constrained both by its powerlessness and its collaboration with government. It is constrained to an extent that it cannot meaningfully address or remedy community problems. Theorists often see the root of this problem in the birth of neoliberalism in the 1970s, but this paper argues that it arises instead from liberal philosophy, and is rooted much more deeply in Western history and …

This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC) for Portland Public Schools (PPS). The study includes analysis of population, housing, and enrollment trends affecting the District in recent years, and annual enrollment forecasts for the District overall, for students residing in each of its high school clusters (HSCLs), for students residing in each school attendance area, and for students enrolled at each school. Portland’s Black population has been heavily impacted by gentrification in the historic Albina community. Nearly half of Portland’s Black population lives in the area east of 82nd Ave, known as East Portland. This has had substantial impacts on both Black households that can continue living in Albina and those living in East Portland. The suburban-esque built environment of East Portland makes it difficult to get around and reach basic necessities. Those living in Albina have taken on exorbitant rents. Many transit agencies plan to automate their fare collection and limit the use of cash for payment, with the goals of improving boarding and data collection while lowering operating costs. Still, about 10% of adults in the United States lack a bank account or credit card, and many either rely on restrictive cell-phone data plans or don’t have access to internet or a smartphone, making it very challenging for these riders to ride. This seminar presents the results from the Transportation Wallet for Residents of Affordable Housing (TWRAH) pilot program launched by the City of Portland’s Bureau of Transportation (PBOT). The program provided a set of transportation incentives for low-income participants including a $308 pre-paid visa card which could be applied to public transit or other transportation services, a free bike share membership, and access to discounted rates on several services. The researchers conducted a survey with the program’s participants to understand how they used the Transportation Wallet and how the program helped them use different modes to get around. Three speakers will present different lenses to look at this topic. Kimberly Barsamian Kahn, a researcher at Portland State University, will discuss research exploring how pedestrian race and gender influence drivers’ behavior in interactions with pedestrians at crosswalks. One dangerous potential point of conflict for pedestrians within the transportation system is interactions with drivers at crosswalks, and racial minorities are disproportionately represented in pedestrian fatalities. In partnership with The Emanuel Displaced Persons Association 2 (EDPA2), the FutureLab team has sought to document the wide ranging impacts that racist planning and urban renewal practices have had on Portland’s Black community, with a focus on those forced out of Central Albina as a result of the Emanuel Hospital Urban Renewal Project. The Rockwood Identity Atlas is a data collection initiative that aims provide the Rockwood Community Development Corporation (CDC) with information about the community it serves. Through maps, data, and stories that highlight the identity, geography, and living conditions of the Rockwood community, this atlas aims to support Rockwood CDC and partner organizations better understand the challenges and opportunities facing the neighborhood. Tigard would be the first city to implement a zoning reform with these values integrated into the process. The Regional Supportive Housing Impact Fund (RSHIF) was launched in 2020 by a set of partners in health systems, homelessness services, business, and philanthropy. The carbon intensity of well-being (CIWB) (a ratio measuring the amount of CO2 emitted per unit of life expectancy at birth) is an increasingly popular way to measure the ecological efficiency of nations. Although research demonstrates that economic development typically reduces this efficiency, little research has explored the extent to which social equality improves it. This study uses panel data for 70 nations between 1995 and 2013 to assess how various aspects of gender equality affect the ecological efficiency of nations. This research explores the awareness and perceptions of practitioners regarding the role of the soundscape in understanding and managing public spaces. Without considering the role of the soundscape as part of public spaces, urban planners, designers, and policy officials cannot accurately engage in placemaking that provides a complete sensory experience. The antiquated practice of enforcing noise codes has been the traditional approach to mitigate noise (unwanted sounds). In this discussion piece, eight scholars in geography, urban planning, and agri-food studies from the United States (US) and France engage in a bi-national comparison to deepen our collective understanding of food and land justice. We specifically contextualize land justice as a critical component of food justice in both the US and France in three key areas: access to land for cultivation, urban agriculture, and non-agricultural forms of food provisioning. Public transit, compared with passenger cars, can effectively help conserve energy, reduce air pollution, and optimize flow on roadways. In recent years, Battery Electric Bus (BEB) is receiving an increasing amount of attention from the transit vehicle industry and transit agencies due to recent advances in battery technologies and the direct environmental benefits it can offer (e.g., zero emissions, less noise).
