"I Should Have Moved Somewhere Else": The Impacts Of Gentrification On Transportation And Social Support For Black Working-Poor Families In Portland, Oregon, Steven Anthony Howland

Portland has faced a mass displacement of Black households from the historically segregated area of Albina through various phases of urban renewal, urban deterioration, and gentrification. A substantial number of them have moved to East Portland, a suburban segment of the City of Portland that was unincorporated county land prior to the 1990's. As Black people have left Albina, the roots of Blackness there have eroded from the area as businesses and churches catering to them have also closed as a result of lost patrons.

A right to housing is a central iteration of the broader demand for a democratic right to the city. The perpetual housing crisis for lower-income people results from a commodified system in which access to housing is based on the exchange value interests of property owners, rather than a universal right to a decent, affordable home. This system is a pillar of neoliberal urban governance and justified by a hegemonic ideology that equates speculative homeownership with the American Dream. The Urban Center Plaza at Portland State University is a high profile place situated in downtown Portland, Oregon. In some ways it is the ideal university plaza providing space for eating, conversing, or limited recreational activity. It is a place that has been studied before, but not in a more in-depth method incorporating quantitative and qualitative analyses. It is also a place that has gone through several stages of development and is the target of many opinions based on casual observations, at times due to these changes. As in many cities across America, the relationship between African Americans in Portland, Oregon, and the city police force was fraught with tension through the late twentieth century. Scholars Leanne Serbulo and Karen Gibson argue that Portland's African Americans, who collectively made up less than ten percent of Portland residents and were segregated into neighborhoods including the Albina district, experienced police as figures of colonial oppression. The authors chronicle how, over two decades bordered by African Americans' deaths at the hands of police, neighborhood activists attempted to reform the police department and met resistance. Old Town Chinatown is home to over 40 nonprofit organizations (nonprofits), including social service providers and arts, history, and culture groups. These groups contribute immeasurably to the community through the services and educational opportunities they provide and through their role in the social and economic fabric of the neighborhood. Urban renewal has come to the neighborhood in the form of several large projects that are either currently underway or scheduled to begin in the next several years. Art is often used as a catalyst to stimulate redevelopment and neighborhood change. This often occurs inadvertently as the presence of artists in certain communities can attract both public and private investment to revalorize economically depressed areas. Marginal neighborhoods in inner-urban areas offer inspiration and diversity to artists seeking lower-cost housing. Their presence effectively makes these marginal communities "safe" for middle-class residents looking to live in a funky, urban neighborhood. Ultimately, however, artists are eventually priced out of the communities they helped to create.

The present thesis chronicles the decision to replace Portland, Oregon's Harbor Drive, a downtown highway located between Front A venue and the Willamette River, with Tom McCall Waterfront Park, a thirty-seven acre linear greenway, in the late 1960s and 1970s. These events provide an example of the battle against the ascendancy of the automobile and the ability of concerned citizen groups to affect city planning decisions.

In 1974, the City of Portland established, by city ordinance, the Office of Neighborhood Associations (ONA). This ordinance also codified a set of commitments the City would make to involve citizens in local decision making pertaining to a wide variety of issues, from land use development policies to various service allocations.

Beginning with thirty active neighborhood-based groups in 1974, ONA helped organize thirty more neighborhood associations (NAs) over the next five years. Today, the City hosts over ninety active NAs. Hawthorne Boulevard: Commercial Gentrification And The Creation Of An Image, Rachel Ann Hardyman

Portland's Southeast Hawthorne Boulevard illustrates commercial gentrification in progress. Once a declining service district, "Hawthorne" is now one of the city's most popular shopping streets. Tracing and classifying businesses, using address listings from city directories, gives an accurate picture of changes since 1980. Three parallel trends can be distinguished in the makeup of the business mix: a shift from services to retailing; a move towards a regional, rather than a neighborhood, market area; and a cultural upgrading associated with the influx of increasingly expensive stores. Classification also aids in the definition of a tipping point at which revitalization became gentrification. …
