Integrated land use and transportation models have evolved along a spectrum from simple sketch planning models to complex microsimulation models. While each has its niche, they are largely unable to balance the flexibility and realism of microsimulation and the speed and interactivity of simple models. The Regional Strategic Planning Model (RSPM) aims to fill this gap by taking a microsimulation approach while making other simplifications in order to model first-order effects quickly. Little is known from research about how to motivate youth to choose non-car mobility, especially specific Portland-area youth. Understanding the current attitudes, beliefs, and behaviors of youth in relation to non-car mobility contributes to the sustainability of a long-term transportation system. Transportation system-related beliefs and behaviors of youth are likely to influence their willingness to access and support transportation services as adults. Today’s youth are tomorrow’s riders, bikers, walkers, voters, and transportation planners. Connected automated vehicles (CAVs) are typically equipped with communication devices (e.g., dedicated short range communications (DSRC)) and on-board sensors (e.g., Radar, Lidar, Camera, etc.). Communication devices would enable the exchange of real-time information between vehicles and infrastructures via vehicle-to-vehicle (V2V) and vehicle-to-infrastructure (V2I) channels. Sensors equipped in vehicles are providing various vehicle sensor data (VSD) such as the CAV’s GPS location, speed and moving direction (trajectory). Existing studies have shown the effectiveness of using CAV trajectories as input in many traffic control models.

There is nationwide interest in supporting sustainable and active transportation modes such as bicycling and walking due to the many benefits associated with them, including reduced congestion, lower emissions and improved health. Although the number of bicyclists is increasing, safety remains a top concern. In urban areas, a common crash type involving bicycles at intersections is the “right hook” where a right-turning vehicle collides with a through bicyclist. While geometric treatments and pavement markings have been studied, there is a lack of research on signal timing treatments to address right-hook bicycle-vehicle conflicts.

Small Steps On The Long Journey To Equality: A Timeline Of Post-Legislation Civil Rights Struggles In Portland, Leanne Claire Serbulo

Leanne Serbulo presented a timeline of civil rights struggles in Portland, Oregon, at a public history roundtable at the Oregon Historical Society commemorating the fiftieth anniversary of the 1968 Fair Housing Act. In this record of her presentation, Serbulo documents milestones in dismantling racial discrimination between 1949 and 1990. For this timeline, Serbulo researched Metropolitan Human Relations Commission (MHRC) records held at the Portland City Archives and traces how the commission navigated the process of improving race relations in the city and Multnomah County. This presentation will describe the results of an assessment of these equity impacts in the context of lower-income areas of Portland, Oregon, based on a mixture of quantitative and qualitative research.

School District Enrollment Forecast Reports

This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC) for Portland Public Schools (PPS). The study includes analysis of population, housing and enrollment trends affecting the District in recent years, estimates of the number of PPS students by housing type, and annual forecasts of enrollment for a 15 year horizon, from 2018‐19 to 2032‐33. Enrollment forecasts were prepared under high, middle, and low scenarios for the District. Forecasts for attendance areas by place of residence and for individual schools are consistent with the middle district‐wide forecast.

This extensive database project provides demographic data for workers, both in terms of where they live and where they work, for 39 U.S. Metropolitan Statistical Areas (MSAs). Planners and researchers can use this database to assess the extent to which transit stations and station areas are associated with economic and demographic change, and to forecast similar magnitudes of change through proposed new or expanded transit systems. Specific data elements include job numbers based on job sector, earnings, race, education, sex, and distance of census blocks to transit separated by mode type. A Fair Distribution Of Accessibility: Interpreting Civil Rights Regulations For Regional Transportation Plans, Karel Martens, Aaron Golub

The US Department of Transportation requires metropolitan planning organizations (MPOs) to consider social equity in their plans and projects in accordance with civil rights–related laws. In this paper, we suggest four interpretations of directives’ distributional standards in relation to accessibility. Employing this framework, we review the equity assessments of regional plans of the ten largest MPOs in the United States. Against our expectations, we find that MPOs tend to employ relatively strong distributional standards, albeit never explicitly. We argue that more explicit guidance regarding standards would improve the fairness and consistency of planning practice

In 2016 the United States Department of Transportation (USDOT) Federal Highway Administration (FHWA) published a Guidebook for Developing Pedestrian and Bicycle Performance Measures that presents methods for measuring walking and bicycling performance and activities and embedding them into the transportation planning and decisionmaking process (U.S. Department of Transportation 2016). Building on the 2016 guidebook, this resource focuses on pedestrian and bicycle network connectivity and provides information on incorporating connectivity measures into state, metropolitan, and local transportation planning processes.

School District Enrollment Forecast Reports

This report presents a range of three scenarios of district‐wide enrollment forecasts by grade level for Central Point School District 6 (CPSD) for the 10 year period between 2018‐19 and 2027‐28. Each enrollment forecast scenario is related to population forecasts that incorporate different assumptions about growth within the District, with the primary differences being the contribution of net migration to the District’s population and age distribution. Individual school forecasts consistent with the middle series are also presented for the 10 year period.

Extreme urban heat is a powerful environmental stressor which poses a significant threat to human health and well-being. This study investigates the impacts of positive and negative externalities of highways and light rail on commercial property values in Phoenix, Arizona. We hypothesize that the positive externality (i.e., accessibility) of highway and light rail accrues at exits and stations, whereas nodes and links of highways and light rail emanate negative effects. Positive and negative effects decay with increasing distance and are captured by multiple distance bands. Hypotheses are tested using a spatial error regression model. Results show that commercial property values are positively and significantly associated with the accessibility benefits of transport nodes. The distance-band coefficients form a typical …
