The Lents Neighborhood of Portland, Oregon aspires to reclaim its identity and renew its economic vitality. Construction of the 1-205 freeway in the mid-1970's physically divided it and disrupted its sense of community. Prompted by the wishes of the community and other concerned parties for greater visibility and a stronger economic center for Lents, the Oregon Department of Transportation (ODOT) has asked Lumpetek to study this site and develop recommendations for its best use. This plan proposes new park classifications for THPRD, adding new types of park and recreation facilities appropriate to station communities and adjusting existing classifications to address the needs of a more urban environment. This plan also presents service criteria and design issues that should be considered in siting park and recreation facilities, and elements that should be incorporated into site design. The classifications, service criteria, and design elements were applied to the 170th/Elmonica station area, resulting in a conceptual park and recreation plan for that community, which is also included. Metro, the regional planning organization for Clackamas, Multnomah, and Washington Counties, designated the area in Southwest Portland known as West Portland as a Town Center in its Region 2040 Preferred Growth Concept. Metro's Town Center definition is open to different levels of interpretation without much guidance as to how the Town Center vision (i.e. increased density, a mix of land uses, a sense of place, and an emphasis on alternative modes of travel) is to be planned for and implemented. It is the purpose of this paper to shed a little light on information that has been gathered on the trends of globalization; to examine those trends as they are occurring within the region within the context of the values and goals of the Portland metropolitan area; and to offer classmates an opportunity for exploring the meaning of these trends and values as they relate to their own particular planning projects.
