The narrative of oppression moves through dialectical pressures. Capitalism evolved from the feudal order that preceded it, creating new forms of racial oppression that benefited an emerging ruling class [1]. Racial tensions evolve alongside economic oppression that subjugates labor to capital. The preceding racial order molds to emerging mechanisms of expropriation and exploitation by way of force and resistance. Beneath the surface of these tensions lies the interconnected threads of ecological and human expropriation. At the heart of all oppression, lies the manipulation of reproduction. Urban heat is a growing environmental concern in cities around the world. The urban heat island effect, combined with warming effects of climate change, is likely to cause an increase in the frequency and intensity of extreme heat events. Alterations to the physical, built environment are a viable option for mitigating urban heat, yet few studies provide systematic guidance to practitioners for adapting diverse land uses. In this study, we examine the use of green infrastructure treatments to evaluate changes in ambient temperatures across diverse land uses in the city of Portland, Oregon. Abstract:

This article focuses on the complex relationship between development and disaster risk. Development and disaster risk are closely linked as the people and assets exposed to risk, as well as their vulnerability and capacity, are largely determined by development processes. Transformation is key to moving from current development patterns that increase, create or unfairly distribute risks, to forms of development that are equitable, resilient and sustainable. Public investment in transit and streetscape improvements can encourage private development, and subsequently increase transit ridership and reduce pollution. Portland, OR’s Metro regional government has developed investment scenarios designed to reduce light vehicle carbon emissions. Adopting a regional scenario requires public review and consultation with local governments who will implement the comprehensive plans and land-use regulations. Decision makers and residents need to understand potential benefits: ways in which targeted investment could generate more livable urban spaces while reducing greenhouse gases. Illustrations can show how the investments could shape the pedestrian experience through trees, street furniture, buildings, open spaces, etc.

Portland State University, Hatfield School of Government (PSU), and Northwest Energy Efficiency Alliance (NEEA), has formed a partnership to develop Sustainable Municipal Operations Plans that documents sustainability and energy management best practices. The goal of this partnership is to determine how a county/municipality can actively manage energy as a controllable expense by following a predetermined operation protocol. The PSU team developed a framework of best practices for sustainable municipal operations in different categories including facilities, fleet, purchasing, operations and the work environment. After identifying pilot jurisdictions, the team applied these best practices to the current operations of local governments in …

Regional Travel Options contracted with the Portland State University Center for Urban Studies to evaluate all program efforts over the 2004-05 fiscal year. Services provided were shown in relationship to the Regional Travel Options program 5-year strategic plan. The level of participation, satisfaction and the use of alternative travel options were measured where possible. Finally, the extent to which programs supported RTO objectives and connections to other regional goals was assessed. Results included auto-trip reductions. Recommendations for improving data collection were made. Each RTO-partner program is detailed individually in the appendices.

This research project has two inter-related parts: (1) an assessment of the equity of implications of the emissions inspection program in the State of Oregon and elsewhere; and (2) an assessment of the impacts of the new trip permit program on vehicle operations. The study provides a better understanding of the benefits and equity impacts of the inspection program and the recent change to the trip permit system. The findings will be of use to Oregon, as well as all public agencies that oversee vehicle inspection programs throughout the country.
