School District Enrollment Forecast Reports

The Tigard-Tualatin School District (TTSD) enrolled 12,460 students in Fall 2007, an increase of 153 students (1.2 percent) from Fall 2006. Growth was concentrated in the secondary grades, with increases of 59 students (2.1 percent) in middle school grades 6-8, and 93 students (2.4 percent) in high school grades 9-12. Elementary grades K-5 enrolled only one more student in Fall 2007 compared with Fall 2006. The Amity School District (ASD) experienced enrollment growth during the late 1980s and early 1990s, but reached a peak of 945 K-12 students in Fall 1994. In the 12 years that followed, enrollment fell by 143 students, or 15 percent. This year’s enrollment of 822 represents an increase of 20 students (2.5 percent) from Fall 2006, the largest increase since 1994. The long period of decline initially had its greatest impact on elementary grades, followed by middle school and more recently high school. This report presents results from surveys of residents at several transit-oriented developments (TODs) in the cities of Portland and Gresham, along the MAX blue line between downtown Portland and Gresham. The research complements survey work done in 2005 at sites near three MAX stations in Hillsboro and Beaverton (west of downtown) and the Merrick apartments near the Convention Center in Portland. Total K-12 enrollment in the Grants Pass School District 7 (GPSD) has fallen in the most recent two years, between 2005-06 and 2006-07 and again between 2006-07 and 2007- 08. This is the first time in at least 20 years that the District has had two consecutive years of enrollment decline. Most urban ecology in cities remains an "ecology in cities" rather than an "ecology of cities." Accomplishing the latter requires the inclusion of humans within the concept of "ecosystem," both how humans alter the properties of urban ecosystems and how these alterations in turn influence human well-being. These influences are both direct (e.g., physiological and psychological influences on the human organism) and indirect, by influencing ecosystem sustainability. The area served by the Rogue River School District (RRSD) has experienced population and housing growth in recent years, but the District’s K-12 school enrollment of 1,101 students in 2006-07 was 19 percent lower than its 1995-96 peak of 1,364. The largest sustained elementary enrollment losses occurred between 1999-2000 and 2002-03, while most of the secondary enrollment losses have occurred since 2002-03. This report presents the results of a study conducted by the Portland State University Population Research Center (PRC) presenting three different Enrollment Forecast scenarios for the District between the 2007-08 and 2016-17 school years.

The Portland Public School District (PPS) enrolled 45,446 K-12 students in Fall 2006, a decrease of 676 students (1.5 percent) from Fall 2005. This was the second consecutive year that PPS lost about 700 students, following three years of much steeper losses averaging over 1,500 annually between 2001-02 and 2004-05. Enrollment has fallen in each of the past 10 years, and the 2006-07 K-12 enrollment was 17 percent below its 1996-97 peak of 54,697. About half of the 10 year decline occurred during the 2001-02 to 2004-05 period, when the recession slowed regional employment growth but housing prices continued to …

School District Enrollment Forecast Reports

This report represents results of a demographic study conducted by the Population Research Center (PRC) to address the long-range planning needs of the Gresham-Barlow School District 10J (GBSD). The long term District wide forecast was developed using patterns of migration, fertility and mortality that are most likely to occur between school years 2006 and 2015. In addition to the most likely scenario, or the medium growth forecast, two other scenarios--for higher and lower growth trends--were derived. Forecasts by grade for individual schoolsand school attendance areas were also prepared; these forecasts relied on the District wide medium growth scenario.

Regional Travel Options contracted with the Portland State University Center for Urban Studies to evaluate all program efforts over the 18-month period July 1, 2005 to Dec. 31, 2006. Services provided were shown in relationship to the Regional Travel Options program 5-Year Strategic Plan. The level of participation, satisfaction and the use of alternative travel options were measured where possible. Finally, the extent to which programs supported RTO objectives and connections to other regional goals was assessed. Results included auto-trip reductions. Recommendations for improving data collection were made. Each RTO-partner program is detailed individually in the appendices.

When Oregon voters passed Measure 37 in November 2004, its implications moved from the hypothetical to the actual. This edition of the Metroscape atlas explores how Measure 37 claims might affect Oregon’s future. This atlas describes the geographic distribution of the claims that have been filed so far because location, size, and substance are keys to the measure's effects. Given space constraints, we emphasize maps over explanatory text. Future editions of the atlas will focus in greater detail on a variety of potential impacts of Measure 37.

How does sound affect the urban experience? Recently, acoustics ecologists who study relationships among human beings, communities, and environments have been drawing attention to the potential adverse and pleasurable effects of aural surroundings on physical and behavioral responses. Such reactions to soundscapes are often unnoticed due to passive hearing versus active listening. Cities are often dismissed as loud areas with noisy and annoying soundscapes. However, some parks and gardens within cities are designed, at least in part, for calm and quiet.

The number of immigrants living and working in the metroscape is increasing. In 2005, the foreign born population numbered 250,955, a dramatic increase from the 1990 level of 88,072. Not only are more immigrants settling here, but the proportion of the population who is foreign born is also increasing—from 5.96% in 1990 to 12% in 2005.

After a period of sustained enrollment growth from the late 1980s through the 1997-98 school year, total enrollment in the Junction City School District (JCSD) has fallen in eight of the past nine years. During the period, all schools have lost enrollment, and the K-12 total has decreased by 248 students, from 2,083 in 1997-98 to 1,835 in 2006-07. This report presents Enrollment Forecasts prepared by the Portland State University Population Research Center (PRC) exploring three possible scenarios for JCSD enrollment during the next five years, each with a unique assumption about the pace of expected housing development.
