Portland Regional Planning History

All four plans were comprehensive. Their scope included transportation, housing, economic development, parks and open space, natural resources, urban design, and land use. Large scale planning efforts had previously focused on a limited set of concerns, such as parking, commercial revitalization, or housing. The Downtown Plan, Central City Plan, Albina Community Plan, and Outer Southeast Community Plan, on the other hand, evaluated, balanced, and integrated the different elements so that each action was taken in light of its effect on others. Extensive citizen involvement shaped the content of these plans and contributed to their success.

Cities exist because they serve two basic functions--to generate economic value and to sustain social and cultural values. In the most fundamental sense, the interaction of these two urban roles determines the growth of metropolitan areas and patterns of land use and settlement within those urban areas.

Within this framework of metropolitan functions, five factors have strongly affected American urban settlement patterns. The first section of this report briefly introduces these broad forces. The central section traces in detail the ways in which the factors have shaped settlement and land use in the Portland area over the last 150 years. …

This master plan sets the direction for development of the Springwater Corridor into the premier urban recreation and alternative transportation corridor in the State of Oregon, with an expected annual user count of over 400,000. With its connections to neighborhood, community and regional parks and open spaces, in addition to employment centers and residential neighborhoods, it will pull users from a region-wide area as well as the 150,000 people who live within a two-mile distance along the route of the Corridor.
