Extreme heat and wildfire events are becoming more prolific and exacerbated by climate change, carrying significant implications for environmental and social systems. Residential buildings play a central role in protecting people from heat and pollutant exposure during extreme weather events, but the level of protection varies dramatically depending on building energy efficiency and technology availability. Low-income and communities of color have higher energy burdens compared to affluent populations, and underserved communities often do not have financial resources for, or access to, advanced building technologies. This study explored energy-related attitudes and energy-saving behaviors that are no- or low-cost and relatively simple to perform. This study relied on two data sources: a longitudinal but cross-sectional survey of 4,102 U.S. residents (five biennial waves of this survey were conducted from 2002 to 2010) and a 2010 cross-sectional survey of 2,000 California residents. These two surveys contained data on two no- and low-cost behaviors: changing thermostat setting to save energy (no-cost behavior) and CFL installation behavior (low-cost behavior). Government agencies, nonprofit organizations, and businesses have been innovators in policymaking and practice that is aimed at creating a more sustainable city. Despite population aging, little is known about how or whether planners and developers consider older persons in terms of sustainable development. My dissertation develops and analyzes ecological economic models to study the complex dynamics of an ecological economic system (EES) and investigate various conditions and measures which can sustain a developing economy over the long term in view of resilience and sustainability. Because of the intrinsic complexity of the system, I take a systems approach, using economics as the foundation for the basic structure of an ecological economic model, and system dynamics as the method to build and analyze such a complex ecological economic model. Most research on the urban sonic environment has been recent. One finding has been that physical noise exposure indices calibrate poorly with human noise response. The vagaries of human response to noise have given impetus to research to isolate the factors that differentiate human response to noise. The present thesis continues this research.

The thesis specifies human noise response to occur on three levels: awareness, annoyance, and complaint. The factors that structure each level of noise response are identified in the published Iiterature.
