This report examines the four central cities in Northeast Ohio – Akron, Canton, Cleveland, and Youngstown — in the context of their metropolitan areas. A central city is the largest or most important city of a metropolitan area. A metropolitan area combines a large city with adjacent urbanized areas and peripheral areas that are closely bound to the center with strong ties to commuting, commerce, and a common labor market.

The objective of the entrepreneurship Confidence Survey is to assess the entrepreneurial climate and entrepreneurs’ confidence in their ability to start and sustain a business in Northeast Ohio. This is the third year that the survey has been conducted, and the intention is to continue conducting the survey annually for the next several years to identify trends that might emerge. This report describes the findings from the third study of Dashboard indicators using the framework that was developed in the previous two studies. The framework resulted in a set of indicators that explains the dynamics of regional economic growth for large and mid-sized metropolitan areas in the United States. The objective of this study is to continue monitoring the performance of Northeast Ohio metropolitan areas over time and in comparison to other metropolitan areas across the United States.

This report describes the economic impact of the National Aeronautics and Space Administration’s (NASA) Glenn Research Center (Glenn) on the eight-county Northeast Ohio region and the state of Ohio during FY 2007.1 The report also provides some background information related to NASA Glenn’s R&D activities and an overview of Glenn. The analysis was conducted by the Center for Economic Development at Cleveland State University’s Maxine Goodman Levin College of Urban Affairs.

The Center for Civic Education and the Cleveland-Marshall College of Law released their report, on May 12, 2008. The report, prepared for the Cuyahoga County Board of Commissioners, is an assessment of the County's comprehensive approach to addressing foreclosures on two levels: 1) Making foreclosure proceedings faster and fairer and 2) Creating an early intervention program to help residents prevent foreclosure.

Regional competitive advantages can be created by deploying processes, product innovations, and/or improving the performance of companies. The concept of increasing returns to scale due to technology advances and the modern growth theory suggest that knowledge spillovers are passed through networks of people. Dense co-location of companies different from industries in large urban areas creates an environment for deploying new knowledge and increasing productivity of companies. Although the presence of mature industries is more often considered to be a burden than a resource of regional growth, a fair judgment about their true influence on economic development can be made if …

For the last several months, my colleagues and I at the Ohio Department of Development have been focused on the formation of a statewide economic development strategy that will establish our priorities and guide our future decisions. Ultimately this strategy will serve as an economic development plan for Ohio that will be led primarily by the Ohio Department of Development, along with the Governor's office and other state agencies and departments. With full implementation, our strategic plan will not only guide Ohio's long-term investments, but will also help guide our daily decisions.

The objective of the survey on federal funding for economic development was to assess some of the challenges facing county governments in the state of Ohio as they attempt to access federal funding for economic development purposes. Federal funding is important to local governments because it is a significant resource to communities that are able to secure such grants. The primary goal of the Northeast Ohio Barometer of Economic Attitudes (NEO Barometer) is to provide meaningful information about what the public knows and perceives about the region. The Barometer is designed to provide a reliable and objective opinion-gauge of the people in Northeast Ohio. Women in Kuwait were traditionally excluded from the formulation of public policy because they lacked political rights. In mid 2005, women received the right to vote and to run for office. There is little known today about the influence of these political rights on women who work with the implementation of public policies in the higher administrative levels of government. The forces that shape administrative structures include the goals and objectives of minority and majority groups, modern management principles, and a legacy or history in which domestic political factions have gradually accepted rules and roles for mutual tolerance and inclusion. However, this process can be muted or redefined in societies where centuries of occupation and dispersion "short-circuit" maturation processes and introduce non-indigenous systems externally imposed without any level of popular acceptance or active citizenship participation. Historic designation is thought to have a role in neighborhood economic and community development. Local designation of historic districts is increasingly used as a tool to revitalize deteriorated neighborhoods and to protect endangered historical districts. A number of limitations in several previous studies have made policy development as well as a complete assessment of the impact of designation difficult. Some past studies focused only on historic neighborhoods in one city or one state other studies have tested the impact of historic designation in general without distinguishing between local, state, or federal designation. Universities are frequently assumed to be essential contributors to regional economic development although conclusive evidence that universities trigger economic growth within their region does not exist. This dissertation presents a model that characterizes the influence of university research on regional economic outcomes, changes of total regional employment and gross metropolitan product. The model controls for industry research activity and incorporates differences in regional industrial organization. Although public sector reforms have been embraced voluntarily in Botswana, no attempt has been made by scholars and practioners to assess the effect of such interventions and their relationship with the culture that shapes and influences people's behaviour within public organizations. The evaluation of programs and policies formulated and implemented since the attainment of political independence in September 1966 rarely makes reference to the manner in which organizational culture affects the attainment of goals and objectives specified under such interventions. The public administration literature is inundated with books and articles despairing about the legitimacy crisis in the field. There have been numerous bases proposed for legitimizing the administrative state, including expertise, virtue or public service, and leadership and vision. Yet the issue remains contested, and the lack of agreement has wide reaching implications. One under-examined implication is the role that this tenuous legitimacy has in weakening the administrative state's ability to temper anti-government sentiment. This dissertation utilizes the history of ideas to explore the philosophy of Catharine Macaulay, an eighteenth-century historian and philosopher, for application to contemporary American Public Administration. Macaulay's view of human nature is paradoxical. Her characterization of man as corrupt and seduced by power is countered by her view that man is perfectible and capable of good works. The darker side of Macaulay's vision supports government that checks power through the expansion of democracy, advocates the separation of powers, and adheres to the rule of law. In this respect she resembles a Lockean liberal. The more magnanimous side of Macaulay reveres …

The Disneyfication Of New Orleans: The French Quarter As Facade In A Divided City, J. Mark Souther

The article discusses the development of New Orleans, Louisiana as a tourist attraction. The author suggests that Hurricane Katrina allowed the public to perceive racial and economic divisions in New Orleans. He suggests the French Quarter of New Orleans was developed for tourism due to its historic architecture. An attempt to attract military bases to the region during World War II failed due to the labor market and competition, leading to a focus on tourism. The author compares the city's appearance to that of Disneyland and suggests urban renewal relocated African Americans to ensure the development of the French Quarter.

This report describes trends in the high-tech sector in Northeast Ohio, focusing on the 2004-2006 time period. It is the first update to a baseline report released in February 2007 that analyzed trends between 2000 and 2005. This study follows the baseline report in that it examines the high-tech sector in Northeast Ohio from three perspectives — high-tech industries, high-tech occupations, and research and development activity. It assesses the strengths and weaknesses of high-tech industries in terms of employment, average wage, gross regional product (output), and productivity.
