The Ohio Balanced Growth Program is a voluntary, locally-driven, incentive-driven program which aims to encourage compact, nodal development patterns. The Ohio Department of Transportation provided support for this research to evaluate potential links between Balanced Growth-type policy, land use and development patterns, and transportation benefits.

A literature review was completed to understand the existing body of knowledge regarding the connection between policy, land use, and transportation. Over the past thirty years, increasing numbers of low-income people live in suburbs in the United States, with an increased proportion of racial and ethnic minorities among them (Covington, Freeman, & Stoll, 2011; Frey, 2011; Howell & Timberlake, 2014; Puentes & Warren, 2006). In urban areas, increases in poverty rates have been marked by increases in racial and ethnic segregation among people living in poverty (Logan & Stults, 2010; Massey, 1990; Orfield & Luce, 2012). What is less clear from the research on suburban poverty is how much racial segregation exists. Poverty in the suburbs is growing, but there is great diversity in the rates of growth of poverty as well as causes and consequences of the growth across different kinds of suburbs. Cuyahoga County’S Tax-Base Challenge: Renewing And Redeveloping Core Communities, Thomas Bier, Charlie Post

Two major factors threaten the well-being of Cuyahoga County: the approaching build-out of its outer suburbs, which will severely limit tax-base growth through new construction, and the aged condition of inner suburbs, which jeopardizes property values. The situation calls for unprecedented cooperative action among elected officials to secure the county’s future.

Recent changes in the value of real estate in Cuyahoga County compared with adjacent counties shows the seriousness of the situation and the criticality of the primary course of action: redevelopment and renewal in Cleveland and inner suburbs.

A Newer Geography Of Jobs: Where Workers With Advanced Degrees Are Concentrating The Fastest, Richey Piiparinen, Jim Russell, Charles Post

From 2005 to 2013, the Cleveland metro ranked 5th in the nation in the growth of percentage of workers with an advanced degree. Greater Cleveland ranks 10th in the nation with 17% of its labor force with a graduate or professional degree, moving up from 22nd place in 2005. Cleveland’s 12-point rank change was third largest, behind Indianapolis and Providence. The brief suggest Greater Cleveland is part of a next generation of second-tier metros entering into the upper echelon of the knowledge economy.

In 2005, Cuyahoga County became one of the first places in the nation to respond to the rapid increase in the number of residential foreclosure filings. In response to concerns raised by suburban mayors, the County developed a comprehensive foreclosure prevention initiative. The County’s response was multi-faceted and included modifications to the judicial foreclosure process to make foreclosures faster and fairer, greater coordination across County agencies involved in foreclosures such as the sheriff, the prosecutor, the treasurer and the recorder. Greater Cleveland ranks 8th nationally in the percentage of 25- to 34-year-olds in the labor force with a graduate or professional degree, ahead of such “brain hubs” as Chicago, Seattle, and Austin. The analysis speculates as to whether or not this is a leading indicator to broader economic growth. Comparisons are made with Boston and Pittsburgh—two metros further along in the economic restructuring process.

In the United States today, contrary to popular belief, living in the suburbs is not synonymous with living the American dream. An unprecedented number of people in the suburbs are living on household incomes of less than $20,000, many on much less. Increasingly, individuals and their families need to rely on services and public benefits to meet their basic needs (Kneebone & Berube, 2013).

Over the past 30 years, poverty in the suburbs has grown due to multiple factors, including job decentralization, shifts in the location of affordable and subsidized housing, and the relocation to the suburbs of lower income immigrants and minorities (Covington, Freeman, & Stoll, 2011; Frey, 2011a). The Village had two goals:
