Best Practices for Community and Environmental Protection (October 14)

The first Intermountain BMP Project workshop, sponsored by the Natural Resources Law Center and the Colorado Oil and Gas Conservation Commission, was held in Rifle, Colorado on October 14, 2009 at the Garfield County Fairground for over 170 participants.

Speakers from Federal, state and local governments, the community, industry and environmental consultants, and conservation groups focused presentations and discussion on a greater understanding of what Best Management Practices (BMPs) are appropriate to the western slope of Colorado and how they are integrated into developments.

Sprawling development patterns accelerated across the New England landscape in the last three decades and consumed the region‘s forests, farms, and open spaces at an unprecedented rate. New England‘ers in all six states formed land trusts, supported statewide conservation organizations, and collaborated with state and federal partners to protect some of their most-prized recreation lands, wildlife habitats, and working lands. This paper describes the collaborative planning process for a new landscape planning programme in Ohio that seeks to influence land urbanisation patterns through joint local land use decision making on a watershed basis. The programme was developed through a collaborative process by a state agency-appointed task force that included agency staff and a wide range of stakeholders. The paper describes the process in terms of the collaborative mechanisms, the participants, the programmatic outputs, and the social and organisational outcomes that set the foundation for enhanced watershed quality through better land use decision-making practices. The proposed redevelopment of an underutilized property along major travel routes in South Burlington presents possibilities for infill development. The City of South Burlington, the developer, neighbors, and a variety of public and nonprofit financial partners work together to create a mixed-use residential/commercial development to meet a variety of housing and community needs. The case study describes the obstacles overcome to make redevelopment possible through zoning and regulatory changes, negotiation with local residents over traffic and other concerns, support from state and local housing advocates, and political leadership; as well as the development’s application of smart growth principles.
