The Trolley Line Trail is a planned multi-use trail along the historic Richmond-to-Ashland Trolley corridor. The purpose of this plan is to identify potential creative placemaking locations and installations to highlight the trolley's unique past and present. This plan sets forth a vision for creative placemaking by gathering community feedback, analyzing properties along the Trolley Line Trail, and making recommendations for placemaking and public art. Ultimately, the recommendations laid out in this plan aim to preserve and acknowledge the community's unique identity while creating a safe, accessible experience for all users.

ABSTRACT Significant research has demonstrated that active transportation infrastructure is essential for the growth and livability of San Francisco: it increases access to economic opportunities, promotes overall improved public health, encourages mobility without contributing to roadway congestion, prevents traffic injuries and fatalities, and supports the sustainability goals of the city. This research explores the policy factors influencing the intraregional development of rail transit. For the purpose of this research, policy factors include: institutional arrangements, factors associated with governance, and factors in the policymaking process. The research questions are studied in five case study MSAs within the Pacific West and Mountain West regions of the United States: Phoenix-Mesa-Chandler, AZ; Denver-Aurora-Lakewood, CO; Riverside-San Bernardino-Ontario, CA; Los Angeles-Long Beach-Anaheim, CA; and Portland-Vancouver-Hillsboro, OR. This thesis attempts to disentangle the multilayered interactions between Greater Los Angeles’s history, its built environment, and its inequitable treatment of different peoples, focusing on how transportation in surrounding suburban communities like San Gabriel Valley has developed in relation to the inner city of Los Angeles. Greater Los Angeles contains a long, winding trajectory of transit-based environmental injustices, from the indigenous societies being overtaken by the Spanish missions, to the railroads and streetcars boosting the farmlands and urban growth of Los Angeles, leading into the decline of transit and rise of automobile-oriented suburbia. Some commentators on sprawl and smart growth speak of municipal comprehensive plans and sprawl as polar opposites: but in fact, a comprehensive plan can be used to further auto-oriented sprawl just as easily as it can be used to encourage more pedestrian-friendly development. The impending light rail transit development along University Avenue in Minneapolis-Saint Paul, Minnesota has led to local curiosity about both the past activities and the future possibilities for this urban street. Part I of this paper explores the social, economic and physical evolution of University Avenue and its relationship to transportation eras. Part II argues that there is a connection between the urban form of each transportation epoch and the rate of crime along University Avenue. The study concludes with the prediction that safety will improve following construction of the Central Corridor Light Rail line.

Why do America's cities sprawl whereas European cities remain comparatively compact, and what difference do the patterns of urban development make? Pietro Nivola, a senior fellow at the Brookings Institution, addresses these questions. Nivola examines two kinds of determinants of urban form: (1) market forces, including those influenced by geography, demographics, and technological change, and (2) public policies shaping national transportation systems, tax policy, educational institutions, and more. He also discusses the implications of the different cityscapes for energy consumption.

Although Europeans are far more likely to travel on foot, bike or public transit than Americans, some commentators argue that these realities are irrelevant because European cities are trending towards sprawl- that is, that Europeans are far more likely to live in suburbs and drive to work than they once did.

In recent decades, American state and local highway officials have built wide streets and roads designed primarily to accommodate high-speed automobile traffic. However, such high-speed streets are more dangerous for pedestrians and bicyclists than streets with slower traffic, and thus fail to adequately accommodate nondrivers. Government officials design streets for high-speed traffic partially because of their fear of tort liability. An influential street engineering manual, the American Association of State Highway and Transportation Officials’ “Green Book”, has generally favored the construction of such high-speed streets, and transportation planners fear that if they fail to follow the Green Book’s recommendations, they …

American streets are typically designed for fast automobile traffic. As a result, those streets are often dangerous for pedestrians.

In part, the anti-pedestrian design of American streets is a result of transportation planners' perceptions of American tort law. In negligent street design cases, courts and juries sometimes rely upon guidelines set by the American Association of State Highway and Transportation Officials (AASHTO), a national association of government transportation officials. Because AASHTO's street-design rules have historically favored wide streets built to accommodate high-speed traffic, planners sometimes assume that in order to avoid liability, they must do the same.

In Sprawl: A Compact History, Robert Bruegmann, an art historian, has painted a superficially convincing case for the status quo, asserting that sprawl is “a natural result of affluence that occurs in all urbanized societies.” Bruegmann's book has generated glowing media publicity. This article suggests that Bruegmann overestimates the universality of sprawl, by overlooking the differences between pedestrian-friendly cities with some sprawling development and cities in which automobile-dependent sprawl is the only choice available to most consumers. In addition, Bruegmann understates the harmful social effects of sprawl, especially the effect of automobile-dependent development upon non-drivers. Bruegmann also consistently underestimates the …

"Thou Shalt Not Put A Stumbling Block Before The Blind": The Americans With Disabilities Act And Public Transit For The Disabled, Michael E Lewyn

The Americans with Disabilities Act (ADA) ordered local governments to make bus and train systems more accessible to the disabled. The ADA imposed costly requirements upon local public transit systems but did not give local governments funds with which to satisfy this mandate. By reducing the funds available to transit systems, the ADA has sometimes forced cutbacks in transit service for everyone (including, ironically, the disabled to the extent that disabled people were able to use public transit before the ADA's enactment). Thus, the ADA has occasionally been counterproductive.
