Portland State University, Hatfield School of Government (PSU), and Northwest Energy Efficiency Alliance (NEEA), has formed a partnership to develop Sustainable Municipal Operations Plans that documents sustainability and energy management best practices. The goal of this partnership is to determine how a county/municipality can actively manage energy as a controllable expense by following a predetermined operation protocol. The PSU team developed a framework of best practices for sustainable municipal operations in different categories including facilities, fleet, purchasing, operations and the work environment. After identifying pilot jurisdictions, the team applied these best practices to the current operations of local governments in …

The primary goal of this report is to provide interested members of the public and policymakers with a general overview and a description of the types of principles, planning tools, and policy instruments that can be used to strengthen and improve marine governance in New Zealand. As extractive uses (hydrocarbons and minerals, in particular) ramp up and others are explored and brought on line in the marine areas of New Zealand, the need will increase for a more integrative, ecosystem-based approach to marine governance.

This report describes the needs identified by member communities and organizations of the Chagrin River Watershed Partners (CRWP) that could be adopted by CRWP as part of its service strategy. The results suggest that members are pleased with the services provided by CRWP. Additional needs fell into one of eight categories: (1) Information, education, and training, (2) Planning, development, redevelopment, and resolutions/ordinances, (3) Funding and grants, (4) Technical assistance, (5) Regulations and requirements, (6) Storm water infrastructure maintenance, (7) Providing a strategic role in helping manage the watershed, and (8) Managing relationships.

The purpose of this dissertation is to examine the experiences of St. Bernard Parish, La., residents as they coped with the impact of the catastrophe of Hurricane Katrina on August 29, 2005. An estimated 50,000 St. Bernard Parish residents relocated to a new home one year after Katina in 2006, and many of those residents moved again. This study examines the effects of the decisions of St. Bernard residents to relocate or to return on their social connections. The utility, adaptability and durability of social networks of these residents will be explored to enrich our knowledge about the social effects …

The urban forest holds several important positions within the built and unbuilt environments. Those positions include economic, health, sustainability, quality of life measures, and overall protection of the environment, including air, water, and soil. The points are highlighted by Wolf (2005, 2007), McPherson (2005), and Rowntree & Nowak (1991). This research references the four socio-economic sectors; the public or government sector, for profit or market sector, philanthropic or nonprofit sector, and the household or private sector (Biggs & Helm 2007). Participatory visual research, or "visual interventions" (Pink 2007) allow environmental anthropologists to respond to three different “crises of representation”: 1) the critique of ethnographic representation presented by postmodern, postcolonial, and feminist anthropologists, 2) the constructivist critique of nature and the environment, and 3) the “environmental justice” critique demanding representation for the environmental concerns of communities of color. Participatory visual research integrates community members in the process of staking out a research agenda, conducting fieldwork and interpreting data, and communicating and applying research findings. Our project used the Photovoice methodology to generate knowledge and documentation related to environment injustices faced by …

Little research has been done to understand the effect of guaranteed parking at home –in a driveway or garage—on mode choice. The research presented here systematically examines neighborhoods in the three New York City boroughs for which residential, off-street parking is possible but potentially scarce. The research is conducted in two stages. Stage one is based on a Google Earth© survey of over 2,000 properties. When paired with the City’s tax lot database, that survey served as the basis to estimate on-site parking for New York City neighborhoods. With parking availability estimated, a generalized linear model based on census tracts …
