Landscape Architecture & Regional Planning Studio and Student Research and Creative Activity
The Master Plan Committee for the town of Ludlow contracted with the Pioneer Valley Planning Commission (PVPC) to prepare a new Master Plan. PVPC engaged the Department of Landscape Architecture and Regional Planning (LARP) at the University of Massachusetts Amherst to assist with a portion of the Master Plan work. This work included: executing analysis and assessment of existing community conditions, conducting a weekend visioning workshop, and developing land use scenarios for the purpose of providing concrete visualization of possible futures for the Town of Ludlow in 2030.

The Ohio New Establishments Dynamics data (O-NED) is a new data set, developed by the College and Center. O-NED tracks employment and number of establishments for establishments that first started employing people between the 2nd quarter of 1997 and the 1st quarter of 2008. The report “New Establishment Dynamics: Business Formation and Survival Trends in Ohio” summarizes how trends in employment growth and establishment survivorship differ across sectors of the economy and various regions of Ohio. This new data set allows us to analyze the number of establishments born in a specific year called “birth cohort” and document their survival …

The feasibility of hydrogen as a source of energy has been researched in one capacity or another for over a century. The first usage of the term ‘hydrogen economy’ is attributed to 11John Bockris in 1970. At the time, Dr. Bockris was a professor at the University of Pennsylvania. During a discussion at the General Motors technical center in Michigan he used this term to describe his vision of United States cities being supplied with energy derived from the sun. Affordable homeownership is a policy that is often accorded a great deal of policy attention by governments of many countries. In this paper, we examine the market implications of setting a housing price to income ratio target for a market segment by the government. The policy requires active intervention by the government with regard to the targeted sector. We use a simple model of the housing market with a homeownership affordability target to derive the market implications of such targets. The continued objective of the entrepreneurship Confidence Survey is to assess the entrepreneurial climate and entrepreneurs’ confidence in their ability to start and sustain a business in Northeast Ohio. This nation’s coasts and oceans contribute much to the United States economy. For the past ten years, the National Ocean Economics Program (NOEP) has compiled time-series data that track economic activities,demographics, natural resource production, non-market values, and federal expenditures in the U.S. coastal zone both on land and in the water. On the website www.oceaneconomics.org, the public—government officials,academics, industry, and advocacy groups—have had interactive access to this information and used it widely for many different purposes. The services provided to entrepreneurs through funding and mentoring between 2004 and 2008 by the Civic Innovation Lab resulted in the following economic impacts for 2008: output impact of $9.4 million; employment impact of 128 jobs; income (household earnings) impact of $4.1 million; and a tax impact of 1.2 million ($454,000 in state and local and $734,000 in federal).

The objective of this study is to continue monitoring the economic performance of Northeast Ohio’s (NEO) metropolitan areas over time and in comparison to other metropolitan areas across the United States, particularly leading metropolitan areas and other large metro areas located in the Midwest. The study monitors economic conditions prior to the current recession. This fourth study of dashboard indicators describes the findings using the framework that was developed in previous studies. It uses the same four measures of economic growth and nine dashboard indicators and their underlying variables for 136 metropolitan areas with population between 300,000 and 3.5 million. …

While the current economic climate is challenging, it provides an opportunity to assess critical workforce and talent issues facing the manufacturing community. In March 2009, Dr. Joel Elvery of Cleveland State University’s Maxine Goodman Levin College of Urban Affairs released the Employment and Wage Trends of Manufacturing Occupations in the Cleveland-Elyria PMSA analysis. The analysis identified occupations that appear to be “pain-points” for employers - or open positions that are hard to fill and thus, in high demand.

Sprawling development patterns accelerated across the New England landscape in the last three decades and consumed the region‘s forests, farms, and open spaces at an unprecedented rate. New England‘ers in all six states formed land trusts, supported statewide conservation organizations, and collaborated with state and federal partners to protect some of their most-prized recreation lands, wildlife habitats, and working lands. The current economic recession has slowed development pressures across the region and offers an opportunity to build on recent successes. The time is right to plan a coordinated New England conservation strategy that protects and links the region‘s natural assets. …

The 220 acre master plan for South Village, the largest project in the City of South Burlington’s history, encompasses multiple housing types and innovative provisions for affordable housing. It integrates housing with open space and natural resource conservation, including a major Community Supported Agriculture project developed by a nonprofit partner, the Intervale Foundation. While not a mixed-use project (that is, commercial as well as residential development), South Village nonetheless represents a qualitative change in approach for South Burlington by incorporating large-scale open space preservation as part of development and multiple housing-types in one project. The proposed redevelopment of an underutilized property along major travel routes in South Burlington presents possibilities for infill development. The City of South Burlington, the developer, neighbors, and a variety of public and nonprofit financial partners work together to create a mixed-use residential/commercial development to meet a variety of housing and community needs. The case study describes the obstacles overcome to make redevelopment possible through zoning and regulatory changes, negotiation with local residents over traffic and other concerns, support from state and local housing advocates, and political leadership; as well as the development’s application of smart growth principles.

Much has been written identifying property price effects of historic preservation policies. Little attention has been paid to the possible policy endogeneity in hedonic price models. This paper outlines a general case of land use regulation in the presence of externalities and then demonstrates the usefulness of the model in an instrumental-variables estimation of a hedonic price analysis – with an application to historic preservation in Chicago. The theoretical model casts doubt on previous results concerning price effects of preservation policies. This report describes the results of an in-depth market assessment study conducted for the Finance Fund by the Center for Economic Development and the Center for Housing Research and Policy at Cleveland State University’s Levin College of Urban Affairs. The Finance Fund, located in Columbus, Ohio, is a statewide nonprofit financial intermediary. Central Maine Power Company (CMP) proposes to invest in a significant upgrade to much of its high voltage transmission system in central and southern Maine in order to increase reliability in the future and to meet Federal standards for the nation’s electricity grid. The project, known as the Maine Power Reliability Program (MPRP) is expected to cost an estimated $1.5 billion and to be implemented over the four year period from 2009 to 2012.

This study is an update of two previous reports commissioned by the Northeast Ohio technology Coalition (NorTech) that examined the high-tech sector in Northeast Ohio (NEO). It focuses on two time periods: 2004-2007, the last recovery period, and 2006-2007, the latest one-year change. Estimates Program (UMDI-PEP). These population estimates are developed in tandem with the
Donahue Institute’s data collection efforts, namely our group quarters and housing unit surveys.
There are several reasons why it is necessary for the Commonwealth of Massachusetts to develop its own population estimates. First, county and sub-county population estimates are a key resource for state and local governments, non-profits, and the private sector which use these estimates to prepare reports, grant applications, business plans, and state and federal compliance documents.
