Across the world, public services are rapidly being digitized. However, because of poor public procurement supplier contracts, poor laws, and a lack of governance processes and bodies, and because of competency gaps from all parties involved, digitization is happening in a void. As a consequence, harms are caused and rights are violated, threatening the future of quality public services. From the vantage point of public services as a service as well as a workplace, this article discusses potential remedies to ensure that digitalization does not affect the quality of public services as services and as places of employment. Collective Bargaining And Digitalization: A Global Survey Of Union Use Of Collective Bargaining To Increase Worker Control Over Digitalization, Eckhard Voss, Daniel Bertossa

This article outlines and collates exemplary clauses from collective bargaining agreements and similar sources, such as guidelines for union negotiators on digitalization in public and private services. Based on the evaluation of agreements and single clauses and their mapping along seven key dimensions of workers’ rights and protection as regards digital technology in the workplace, the research shows that collective bargaining provides clear added value in the absence of legal provisions and by complementing and tailoring existing regulation to sectoral and workplace specificities, new emerging risks, and other challenges. This is a summary of the article "Supporting employment consultants in their work with job seekers: A longitudinal study" published in the Journal of Vocational Rehabilitation. Mixed findings in the literature on the effects of older adult employment on well-being and the reciprocal influence of well-being on employment suggest the need for more careful methodology in teasing out this relationship. Moreover, as previous research has shown that different domains of well-being relate to constructs differently, more nuanced definitions of well-being may be appropriate. The present study examined the longitudinal bidirectional associations of employment and different domains of well-being, controlling for stable within-person variables. Crises such as COVID-19’s have inequitable impacts on different countries, various population groups and diverse sectors of society and the economy. Areas of work and employment were met with a lot of challenges worldwide, and in particular in countries like Egypt with a large sector of vulnerable and precarious workers. This policy paper addresses the question of employment security both in response to crises such as COVID-19, and on the long term. To do so, the research maps ‘vulnerable work’, including informal labor, labor in the gig economy, self-employed and other types of precarious work. It then assesses Egypt’s policy …

An online survey instrument was developed to assess employers’ perspectives on hiring job candidates with Autism Spectrum Disorder (ASD). The investigators used K-means clustering to categorize companies in clusters based on their hiring practices related to individuals with ASD. This methodology allowed the investigators to assess and compare the various factors of businesses that successfully hire employees with ASD versus those that do not. The cluster analysis indicated that company structures, policies and practices, and perceptions, as well as the needs of employers and employees, were important in determining who would successfully hire individuals with ASD. Adults with Autism Spectrum Disorders (ASD) are unemployed at a high rate, in part because the constraints and expectations of traditional employment can be difficult for them. In this paper, we report on our work in introducing people with ASD to remote work on a crowdsourcing platform and a prototype tool we developed by working with participants. We conducted a six-week long user-centered design study with three participants with ASD. The early stage of the study focused on assessing the abilities of our participants to search and work on micro-tasks available on the crowdsourcing market. Based on our preliminary findings, …

Current research indicates an association between intense adolescent work (twenty hours or more per week) and delinquent behavior. It has been widely speculated that this relationship is spurious, occurring only as a result of other factors which are common to both offending and intense employment. The current study attempts to fill a gap in the literature by utilizing the Pathways to Desistance dataset to examine the evolution of the relationship between work and self-reported offending in a longitudinal sample of juvenile offenders. Under the leadership of Superintendent Darienne Driver, Milwaukee Public Schools introduced a bold initiative to address the driver’s licensing needs of MPS students through a Universal Driver Education program. This report describes the pilot project offering free driver education services to 257 students at four high schools in spring and summer of 2016. The project successfully targeted subpopulations identified as most in need of affordable driver education, including youth of color, students living in neighborhoods with high child poverty, and students from families with lower-income. A Profile Of The Linguistic Status Among Latinos In The United States Between 1980 And 2014, Karen Okigbo

Introduction: This report examines trends in linguistic status — Spanish monolingual, English monolingual, or bilingual — among Latinos between 1980 and 2014.
Methods: Data were obtained from the U.S. Census Bureau American Community Survey, reorganized for public use by the Minnesota Population Center, University of Minnesota, IPUMSusa. Linguistic status is defined using three categories: Spanish monolingual, English monolingual, and bilingual.
Results: First, the highest percentage of Latinos in the United States were bilingual, and that finding remained stable between 1980 (67%) and 2014 (66%). Second, Latinos who were Spanish monolingual had substantially lower levels of educational attainment than bilingual Latinos …

Currently, the majority of studies published on cult membership have been quantitative and have focused primarily on theories and trends about cult membership. These studies have been insufficient in shedding light on the individual’s experience. Qualitative studies are necessary to explore the individual’s accounts of their experiences with past cult involvement and the impact these experiences have on employment. Because of the potential vocational impacts of cult involvement, it is valuable to explore the psychoSocial aspects of work. The University of Wisconsin-Milwaukee Employment and Training Institute examined the driver’s license status of Wisconsin youth aged eighteen as of January 1, 2016, using license records from the Wisconsin Department of Transportation Division of Motor Vehicles. Only 30% of Milwaukee eighteen-year-olds had a driver’s license (probationary or regular), compared to more than twice that rate (66%) for eighteen-year-olds statewide. Stark differences were seen in Wisconsin driver’s licensing rates by race/ethnicity, neighborhood levels of child poverty, and zipcodes with concentrations of “working poor” families. Disparate licensing rates give suburban and exurban youth in the Milwaukee metropolitan area a head start over …

The recent financial crisis brought into sharp relief fundamental questions about the social function and purpose of the financial system, including its relation to the “real” economy. This Article argues that, to answer these questions, we must recapture a distinctively American view of the proper relations among state, financial market, and development. In this dissertation, I build upon the literature examining the motherhood wage penalty. Although previous research has found that much of this penalty can be explained by differences between mothers and childless women in human capital acquisition, job experience, work hours, and unobserved characteristics, these reasons do not fully explain the penalty. The portion of the penalty that remains unexplained is often attributed to some combination of discrimination against women by employers and lower work effort among mothers. In this dissertation, I examine another plausible mechanism: I consider the role that job changes and employment exits play in creating this …

This presentation by the University of Wisconsin-Milwaukee Employment and Training Institute identifies public policies and practices creating obstacles for licensing of youth and workers in Wisconsin and examines racial/ethnic variations in licensing rates. The impacts of driver’s license suspensions issued by courts for failure to pay fines and forfeitures are graphed and mapped for subpopulations in Milwaukee County. Recommendations are offered to further universal driver education, licensing recovery efforts, limiting court use of license suspensions to collect fees and debts, and criminal justice reforms.

Occupational and environmental hazards have a direct impact on people of color lives. People of color are disproportionately employed in the dirtiest and low-paying jobs in the United States. This study investigates workplace safety for persons of color from the analysis of three personal injury cases. These personal injury cases include two African-American females and one African American male who were killed or severely injured as a result of their job or the type of transportation they used trying to get to their place of work. What is a “livable wage,” and should we strive to raise wages for American workers?
There are lots of conflicting studies and reports. The Congressional Budget Office projects that an increase in the minimum wage from $7.25 an hour to $10.10 an hour would eliminate 500,000 jobs while raising the incomes of nearly 17 million Americans.
Even prominent economists like David Card and David Neumark diametrically disagree on the likely consequences of raising the minimum wage, and their studies of results in New Jersey have consistently yielded conflicting results for decades. [excerpt]
