A Qualitative Study Of Bullying Behavior In Federal Law Enforcement: An Examination Of Former Officers' Perceptions Regarding The Problem, Rande W. Matteson

The purpose of this phenomenological research project was to study and review through naturalistic inquiry, the perceptions of former federal agents and officers as to whether they believe they were bullied at their workplace, and if so, what did those participants do to cope or adjust to the bullying behavior. Multiple sources for data collection were deployed to explore and examine whether former agents perceive they were bullied at work and what mechanisms those employees found were helpful as coping strategies.

This research project used a non-random, purposeful sample selected from contacts established through the Federal Law Enforcement Officers Association. …

This paper presents the results of a preliminary study to evaluate attitudes towards telecommuting among finance employees who are employed by special district governments in the United States. Original data was collected by using a self-administered mail survey sent to 400 special district government finance employees who are members of the Government Finance Officers Association (GFOA) of the United States and Canada. This paper will examine variables including employee support for telecommuting, the likelihood of employees working away from the office, and the number of days employees wish to telecommute. The purpose of this research was to study Generation X consulting engineers (those born between the years 1964 and 1980) in Lynchburg, Virginia, to determine the major factors that influence their employment decisions. Engineering consulting firms throughout the United States, particularly those in Lynchburg, have struggled to recruit young engineers in recent years. The recruiting of young engineers has been regarded by managers and executives as the single greatest challenge to the consulting profession. Empirical research has been used to study many areas of law, including administrative law. In this article Professor Coglianese discusses the current and future role of empirical research in understanding and improving administrative rulemaking. Criticism of government regulation and calls for regulatory reform have grown in the last few decades. Empirical research is a valuable tool for designing reforms that will truly improve the effectiveness, efficiency, and legitimacy of regulatory governance. Specifically, Professor Coglianese discusses three areas of administrative law that have benefited from empirical research—economic review of new regulations, judicial review of agency rulemaking, and negotiated rulemaking.

This report, prepared by the Employment and Training Institute in cooperation with The Brookings Institution, reviews the use of rapid refund anticipation loans by zipcode area in central city Milwaukee neighborhoods. The analysis utilizes year 2000 income tax data files obtained by Brookings staff from the U.S. Internal Revenue Service. Nine central city Milwaukee zipcodes in the heart of the Community Development Block Grant neighborhoods were analyzed, as well as other predominantly City of Milwaukee zipcodes and predominantly suburban zipcodes in Milwaukee County. “Rapid refund loans” are similar to "payday loans." The gap between “urban legends”—such as, “no one works in inner-city neighborhoods”—and urban realities is wide, and often the private marketing data that people rely on to provide accurate neighborhood information actually exacerbate these myths. These marketing data have several problems. They are often based on infrequently updated Census information that undercounts central city residents; they make misleading generalizations (e.g. crime statistics are not based on the number of crimes committed in the neighborhood but estimated from the “type” of people living there); and they fail to review local data for trend analysis, thereby missing many positive developments in cities. …

Beginning in 1996 Wisconsin initiated a strict work test program in Milwaukee County for public assistance, which was designed to engage the AFDC population, including mothers with very young children, in employment or work-related activities. The initiative required substantial day care capacity building in the City of Milwaukee and made use of record levels of federal and state appropriations for child care subsidies. Wisconsin has now had over five years of experience requiring work activities for mothers of preschoolers and utilizing federal Temporary Assistance for Needy Families (TANF) and Child Care and Development Fund (CCDF) monies for child care support …

In Wisconsin the state government administers the child care subsidy program and allocates federal funds earmarked to improve the quality and availability of child care services. The county government is charged with determining eligibility of families for the subsidy program, conducting local private market child care rate surveys, and administering payments to providers. Portions of this research study were conducted to assist Milwaukee County in administering the subsidy program and to provide data on rate increases and vendor charges. The Wisconsin Shares program provides financial payments to child care vendors serving lower-income families in the state. The subsidy program was created in 1995 to aid eligible families needing child care help in order to work. Milwaukee County requested that the Employment and Training Institute for administrative purposes report on patterns of use for families participating in child care subsidy programs to assist the county in its long-term efforts to build an effective child care delivery system for employed families. Expenditures and participation levels are detailed by a variety of demographic characteristics including age and number of children, income levels, transportation status, type of care, length of time during which subsidized care is provided, and public assistance participation status.

This block level analysis raises serious questions about the white-black housing dissimilarity segregation index historically used to rank the racial segregation of metropolitan areas. The analysis examines the assumptions of the dissimilarity index about the lack of integration occurring in many cities with large African American populations. No single statistic or set of statistics can capture the complex population mix and levels of integration and segregation in urban America, and the current segregation rankings of cities and metropolitan areas, while popular in the media, appear to offer little insight into the configuration of neighborhoods in cities with large African American …

This technical assistance paper was prepared at the request of Milwaukee County to use the NSAF survey to help estimate the number of families needing Wisconsin child care subsidies for low-income families and to analyze the type of care selected by working parents in Milwaukee County. Data from the 1997 and 1999 National Survey of America's Families on the employment patterns and child care choices of mothers with preschool children (under age 5) were analyzed for families with low-income (at less than 150 percent of the federal poverty level), mid-range income (at 150-299 percent of poverty), and upper-range income (at 300 percent or more of poverty).

The Employment and Training Institute prepared maps for the 100 largest metro areas in the U.S. to aid public policy makers in identifying black-white integrated neighborhoods. The mapping project analyzed block level data, with cities encouraged to map their integrated neighborhoods by blocks. In the past two decades, Maine’s per capita income ranking has not topped 27th, and in recent years, the state’s relative position has dropped to 36th. More importantly, the gap between Maine and the United States has increased since 1990. In this article, Maine’s State Economist Laurie Lachance lays out a long-term investment strategy for Maine that focuses on education, research and development, comprehensive tax reform, greater efficiencies in the delivery of state and local services, and limits on government spending. Lachance argues that choices must be made even in times of fiscal crisis. Failure to invest means failure, period.
