RHODE ISLAND needs a good prostitution law to halt the metastasizing problems of prostitution and sex trafficking. The growing number of spas and clubs are sordid destinations for foreign women and teens from around the Northeast. To address this problem, both the House and the Senate have passed bills they claim “close the loophole.” But the competing bills are profoundly different in their probable effectiveness.

There is something very disturbing about a business that advertises they are for “men and children” and evidence exists that this business has sexual acts occurring in the same building. That business is Gateway Barber and they advertise that they do haircuts, but that is not the only thing they do. According to the internet they are known as Salon 657 and described as offering erotic services. Gateway Barber is located on West Main Road in between two family restaurants. By all appearances one would assume that this is a “family business”.

I have been collecting evidence of pimps’ practice of tattooing victims for several years. Tattooing, and sometimes branding or scarification, are marks of ownership. It is one of the ways that pimps maintain physical and psychological control over emotionally vulnerable girls. The girls and young women are frequently tattooed with the initials or street names of pimps. Marks also include gang symbols and $ signs or other symbols for the money the girls earn for the pimp.

Salon 657 is one of the increasing numbers of prostitution venues with American women. Salon 657 advertises in the “adult entertainment” section of the Providence Phoenix that it offers “erotic massage and hair cutting services” for men only.

Tara Hurley, the filmmaker, has testified before the RI House Judiciary Committee and said on talk shows that based on observations making the film, there is no sex trafficking in Rhode Island. This is the view that is conveyed by “Happy Endings?” There are serious omissions of information about the people in the film and political biases that the filmmaker does not acknowledge.

A number of countries have changed their laws and policies on prostitution in the last seven years (the Netherlands, Germany, Sweden, New Zealand, and South Korea), and several more governments have proposed change in their prostitution laws (the Czech Republic, Hungary, Ghana, Russian Federation). The different state approaches to prostitution – prohibition, regulation, decriminalization, and abolition – will be defined and described. Trafficking in women and girls for the purpose of sexual exploitation is a shadow market valued at US $7 billion annually. Women are trafficked to, from, and through every region in the world. This highly profitable trade poses a relatively low risk compared with trades in drugs or arms. The moneymakers are transnational networks of traffickers and pimps who prey on women seeking employment and opportunities. These illegal activities and related crimes not only harm the women involved; they also undermine the social, political, and economic fabric of the nations where they occur.

Throughout the 1990s, tens of thousands of Ukrainian women were trafficked into prostitution. This phenomenon was researched by collecting data through interviews and surveys in Ukraine, media reports, governmental and non-governmental (NGO) reports on trafficking, and participant observation in conferences. Trafficking occurs because of a transnational political criminal nexus, which is comprised of individual criminals, organized crime groups, corrupt police and governmental officials, foreign governments, and NGOs. Traffickers’ methods of operation are flexible and adapted to ease of recruiting victims, cooperation of corrupt officials, risk of being detected, and profit. In the last four years the Socialist Federal Republic of Yugoslavia has broken apart. Driven by nationalism, the wars in Slovenia, Croatia and Bosnia have killed an estimated 300,000 people, wounded another 1,500,00 and forced 4,500,000 people to become refugees. While the world see daily reports of Serbian aggression and nationalist extremism, feminists in Serbia have been protesting all acts of aggression, included that advocated by their own government and supporting the victims of violence.
