Neighborhood-Based Initiative To Address Poverty: Lessons From Experience, Robert Halpern

The neighborhood has long been an important locus for efforts to address the causes and consequences of poverty in American society. Over the course of the past century neighborhood- based initiatives have been called on to reduce class conflict, counter feelings of alienation, localize control of social institutions, create jobs and reverse neighborhood economic decline, improve human services, and address a variety of specific poverty-related problems, ranging from infant mortality to juvenile delinquency. In this essay I draw on the historical experience with neighborhood initiative to illuminate its strengths and limitations as a strategy for addressing poverty and its correlates. …

Doubling Up: Low Income Households Sheltering The Hidden Homeless, Edward F. Vacha, Marguerite V. Marin

The costs and benefits of sheltering the homeless experienced by "informal shelter providers "-people who shelter their homeless friends and relatives-are investigated. The benefits of informal sheltering to the community are also examined. Informal shelter providers are among the most destitute in the community, and they are at great risk of becoming homeless themselves. The community receives considerable benefit from informal sheltering. The dependency of the community on the fragile system of informal shelter providers for prevention of homelessness indicates the inadequacy of present housing programs and the failure of our housing policies. A standard problem with the objectivity of social scientific theory in particular is that it is either self-referential, in which case it seems to undermine itself as ideology, or self-excepting, which seem pragmatically self-refuting. Using the example of Marx and his theory of ideology, I show how self-referential theories that include themselves in their scope of explanation can be objective. Ideology may be roughly defined as belief distorted by class interest. I show how Marx thought that natural science was informed by class interest but not therefore necessarily ideology. A number of (present or former) analytical Marxists, such as Jon Elster, have argued that functional explanation has almost no place in the social sciences. (Although the discussion is framed in terms of a debate among analytical Marxists, the point is quite general, and Marxism is used for illustrative purposes.) Functional explanation accounts for what is to be explained by reference to its function; thus, sighted organism have eyes because eyes enable them to see. One way to explore whether gender bias exists in the process of scientific publishing is to examine the end product, ie, the published works, using previously validated criteria. Williams and Borins used this method and found significant gender bias in the studies published in the New England Journal of Medicine. This study will be challenged on the basis of the criteria used to detect bias. Are they valid'' Who is to decide" No generally agreed upon criteria exist to examine gender bias. This issue of SEEDS describes an innovative approach to rehabilitation of wastelands developed by Social Action for Rural and Tribal Inhabitants of India (SARTHI), a nongovernmental organization based in the Panchmahals District of Gujarat State in Western India. By assisting rural women to organize themselves around the rehabilitation of patches of degraded common land, SARTHI has been able to help them not only meet their needs for biomass in a more efficient and ecologically sound manner, but also to empower them to start asserting themselves in dealing with a broader range of problems. As the Australian population ages, policy and human service practice in the field of aged care assumes an increasingly important and relevant position. In this monograph I argue that women who are providing care for aged spouses, parents or relatives in their (or their carer's) own homes, are doing essential, hard and stressful work, work which is unpaid and often unacknowledged, and that the Australian welfare system is now structured around the invisible unpaid labour of such women. Recent political campaigns at the national and state levels have been filled with much rhetoric about the present and future of families and children. But effective public policy developed in response to many pressing financial and social needs of families and children has not followed from the rhetoric. The lack of adequate quantitative research on the needs of children is often cited as a reason to move cautiously in responding to "perceived needs." Evidence of physician attitudes favoring the withholding of needed medical treatment from infants infected with HIV compels a reassessment of the applicability and adequacy of existing law in dealing with selective nontreatment. Although we can hope to have learned some lessons from the Baby Doe controversy of the mid-1980s, whether the legislation emerging from that controversy, the Child Abuse Amendments of 1984, has ever adequately dealt with the problem of nontreatment remains far from clear. Today, the medical and social characteristics of most infants infected with HIV introduce new variables into our assessment of that legislation. At stake are the …
