The War on Drugs has failed. The criminalization of the use of recreational marijuana has not led to a reduction in use. This paper argues that policy surrounding recreational cannabis should observe existing policies such as legalization with regulations or decriminalization in order to increase public health and reduce government expenditures from the enforcement of criminal penalties for cannabis use. The existing literature suggests that these methods help to reduce harmful drug use, illegal sales and drug related crime. While law enforcement agencies perceive that technology increases their ability to complete their mission in the most efficient manner possible, this may not be the case in reality. Since September 11, 2001, the environments in which law enforcement agencies operate have been changing. Contingency theory hypothesizes that an organization adapts to their environment through organizational structure and contingencies in order to accomplish a state of fit or higher performance. Distraction while using mobile technology devices such as a cell phone or tablet computer is a common occurrence within the civilian population of the United States. U.S. police officers are increasingly utilizing these types of devices within the patrol environment. However, little is known as to how distraction affects police officers while they interact with these devices in the course of their daily duties. Senior law enforcement leaders are looking for leadership training strategies to develop future law enforcement leaders. The purpose of this single case study was to explore U.S. law enforcement leaders' training strategies to develop future leaders. The sample was comprised of 18 senior Northern Virginia executive law enforcement leaders who have leadership development strategies currently in use. The conceptual framework for this study was human capital theory. With the election of President Barack Obama, the United States has seen a steady increase in the number of right-wing militia groups. The Southern Poverty Law Center and the Department of Homeland Security have claimed that the various militia groups are a dangerous domestic terrorism threat. Law enforcement perceptions of the threat that these militia groups pose served as the focus of inquiry in this multiple case study. These perceptions were explored through the theoretical frameworks of groupthink, Credulous Bayesianism, and nudge theory.
