Outside southern Africa little attention has been given to the lively debates, particularly within South Africa, about migration, economic integration, racism/xenophobia and exclusion. After the collapse of apartheid the Southern African Development Community (sadc) developed initiatives on regional co-operation on population movement in a far-reaching 1995 Draft Protocol on Free Movement. However, the post-apartheid South African state was concerned solely with free trade and, with the support of other regional players, managed to halt the Protocol. We may ask why, at both the individual and collective levels, it has seemed so difficult for us to choose to evolve our human games with Joy. There is no one answer for such a question, for each of us has the gift of free will. I will suggest, however, that built into our human games is what I call a primary human challenge. That primary human challenge is a dynamic tension, flowing from our creative urge for the freedom “to be” who we really are in our current physical form, and simultaneously to embrace our responsibility for our Being-ness.

Evaluating primary enrollment figures for rural children particularly girls against sex ration for newborns and NGO reports of lack of birth registrations of girls (hei hukou), produces a net primary enrollment rate (49%) half of the official data (98%). Poverty data and One-Child Policy fines explain the context of the lower enrollment rates.

This paper asks how much we should care about changes in Lorenz curves and standard inequality measures when economic growth takes place. I conclude that these changes are of some importance but that other aspects of inequality and poverty are more important.

Exploring Cyberfriendship Formation Among Malaysian Youth, Abu Sadat Nurullah

Cyberspace has become a common place for youth to involve in online networking and to make new friends. This paper focuses on: a) the dynamics of cyberfriendship formation; b) the role of self-disclosure, alienation, and frequency of online interaction on formation of cyberfriendship; and c) the extent of satisfaction achieved from that relationship. A stratified random sample of 250 youth (Mean age = 21.16, SD = 1.36) studying in different undergraduate faculties from a large Malaysian university responded to self-tailored questionnaires. The results revealed that 85.6% youth have formed online friendship using multiple communication channels. Major findings of this research …

Public Policy And The Effect Of Sibship Size On Educational Achievement: A Comparative Study Of 20 Countries, Hyunjoon Park
Hyunjoon Park
Using international data on educational achievement among 15-year-olds in 20 OECD countries, I compare the effect of sibship size on reading literacy and link the cross-national variation in the sibship-size effect to differences in national contexts of public policies for families and children. Comparisons highlight significant cross-national variation in the level of public policies, even among countries ordinarily thought to belong to the same welfare regime. Deviating from previous literature that focused on overall differences across welfare regimes, I explore the way in which specific public policy variables, rather than categorical regimes, mediate the relationship between sibship size and educational …
