The Omnibus Budget Reconciliation Act of 1990 (P.L. 101-158) was the federal legislation that included the Patient Self-Determination Act, now referred to as advanced directives. This historical and policy analysis as a qualitative method of research will examine the legislative policy that was passed by congress and signed into law by the president of the United States as well as the public regulations developed by the executive branch. This law requires that patients in health care facilities receiving federal funds (Medicare and Medicaid) receive information regarding advanced directives.
