Crossing Over: A Description Of Dual Status Youth In Taylor County, Texas, Kimberly S. Putnam

This study explores and describes the experiences of ten dual status youth in Taylor County, Texas by examining the factors of race, sex, child welfare allegation, and juvenile justice offense. A review of the literature suggests that this population has unique challenges in and outside the courtroom, including being at increased risk for disparate outcomes in later adolescence and adulthood. This study compared single-system child welfare and juvenile justice data from Texas DFPS Region 2 and Taylor County to raw data provided on a sample of ten dual status youth identified in Taylor County from 2017–2021. Children in foster care are confirmed victims of maltreatment who may suffer from chronic trauma. These adverse childhood experiences will often increase the risk of physical and psychological adversities such as self-harm (SH), substance abuse, anxiety, post-traumatic stress disorder (PTSD), heart disease, depression, etc. Based on previous and current research studies, youth in foster care are less likely to receive adequate treatment for their self-harm behaviors and mental health needs. Failing to provide proper treatment could lead to harmful activities such as deliberate self-harm and potential suicide. The purpose of the study is to explore foster care service providers’ levels of awareness of human trafficking, exploitation, and related risk factors as experienced by foster youth, and to explore what factors influence those levels of awareness. The study entailed distributing a digital survey to foster care service providers in a snowballing method and encouraging them to send the survey to others. The survey found a statistically significant relationship between awareness/identification of risk factors and identification of exploitation, and the respondent’s previous human trafficking training. When children are in CPS care, there is a strong desire to ensure that their cases are executed so the children end up in safe, permanent environments as quickly as possible. To facilitate this goal, there is a partnership between CPS and an organization called CASA, which provides advocacy and support to ensure that the children have their rights represented in court proceedings. To help achieve this goal, Montgomery County has implemented the Collaborative Family Engagement (CFE) model. Middle adulthood as a developmental stage is often neglected in developmental research, yet it is vitally important to the cohesiveness of the life span as this is a time when integrating the experiences of the earlier developmental periods such as emerging adulthood, setting the stage for healthy aging. Emerging adulthood is but one unique stage in the life course, and situating this phase within a holistic developmental context is essential. Each year up to thirty thousand young adults age out of foster care in the United States. Historically research has focused on more tangible issues for this population (e.g., employment, education, etc.). Recent research addresses more intangible issues (e.g., quality of their relationships, resilience, etc.). This study reviews and then furthers such research by doing qualitative research to conduct nine loosely structured interviews with young adults who aged out of foster care to (1) discern if and how they made meaning of their experiences and (2) identify if there are spiritual themes within those narratives.
