The emergence of the New Public Management with its emphasis on performance measurements and managerial strategies such as accountability, efficiency, and cost effectiveness have encouraged nonprofit child welfare agencies in New York City to pursue the practice of the private sector. In the current environment, service delivery has become more entrepreneurial, strategic and outcome minded on the assumption that the market-oriented approach is more effective (Watson-Bishop, 2007). This study examines the relationship between policy and service delivery. Specifically, it investigates the impact of the initiative known as Improved Outcomes for Children on child welfare supervisors in a managerial environment.

Depression manifests differently in Latinos when compared to other racial-ethnic groups, but little is known regarding linguistic differences among Latinos. This mixed methods study explored the depression screening processes among patients and medical providers at a Federally Qualified Health Center (FQHC) through an ethnic-linguistic lens. Binary logistic regressions were performed to determine the effects of ethnicity and language on PHQ-2 screening rates for 10,285 adult patients seen during a primary care medical visit from 2014 to 2015; of these 4,745 (46%) patients were screened for depression. Spanish-speakers were screened for depression more often than non-Latinos and Latinos who were English-speakers. …

The paper implores a brief cultural analysis to examine racial tensions and injustices in the U.S. that have led to the Black Lives Matter movement. Specifically, implicit bias is of primary focus as the authors examine how bias of the Black male frames the “Black-as-criminal” mentality, as well as connotes fear of the Black male body. Overall, the employment rate for Worcester youth has improved since 2000; yet mirroring the nation, Worcester continues to have a smaller share of youth 16-24 employed. This situation is intensified for youth of color and young people facing barriers such as homelessness, exiting foster care, juvenile justice involvement, and limited English proficiency. Mass, Inc. estimates that in Worcester there are 3400 disconnected youth—756 are between 16-19 and 2644 are between 20-24. This study examines the impact of parents having health insurance on their children’s health care in Kentucky. Child health insurance status and child a usual source of medical care are the two health care measures analyzed. The author builds on prior research that indicated more children would become insured if parents had access to affordable health insurance options. Background: Better health care among Canada’s socioeconomically vulnerable versus America’s has not been fully explained. We examined the effects of poverty, health insurance and the supply of primary care physicians on breast cancer care. Methods: We analyzed breast cancer data in Ontario (n = 950) and California (n = 6300) between 1996 and 2000 and followed until 2014. We obtained socioeconomic data from censuses, oversampling the poor. We obtained data on the supply of physicians, primary care and specialists. Aging-in-place is a well-established concept, but discussions rarely consider that many older adults live with pets. In a ‘pet-friendly’ city, we conducted semi-structured interviews to explore perspectives of community-based social support agencies that promote aging-in-place, and those of animal welfare agencies. Applying a relational ecology theoretical framework, we found that pets may contribute to feeling socially- situated, yet may also exacerbate constraints on autonomy experienced by some older adults. Pet-related considerations at times led to discretionary acts of more-than-human solidarity, but also created paradoxical situations for service-providers, impacting their efforts to assist older adults. Objective: In this paper, child welfare decision-making is critically assessed in relation to Beck’s (1992) concept of ‘risk society’. Three key decisions made by child welfare workers during the initial investigation are examined in order to illustrate how risk influences the type of investigative approach used, the determinations about child maltreatment, and the services provided to children and families and to link theory with policy and practice.

For more than a decade, researchers have concluded that immigrant parents face several barriers to becoming involved in their children’s education. All studies agree that language and cultural differences are the most significant barriers to immigrants’ involvement in their children’s education, yet we know little about what these cultural differences are and how these cultural differences influence the school involvement of immigrant parents. This study integrates theories of cultural differences, acculturation, and culture shock and the corresponding literature to investigate the lesser involvement of immigrant parents in school-related activities.

America is considering the replacement of Obamacare with Trumpcare. This historical cohort revisited pre-Obamacare colon cancer care among people living in poverty in California (N = 5,776). It affirmed a gender by health insurance hypothesis on nonreceipt of surgery such that uninsured women were at greater risk than uninsured men. Uninsured women were three times as likely as insured women to be denied access to such basic care. Similar men were two times as likely. America is bound to repeat such profound health care inequities if Obamacare is repealed. Instead, Obamacare ought to be retained and strengthened in all states, …
