Productive Engagement Early In Life: Civic And Volunteer Service As A Pathway To Development, Benjamin J. Lough, Margaret S. Sherraden, Amanda Moore Mcbride, Michael Sherraden, Suzanne Pritzer

Globalization and information-age technology have led to declines in labor market opportunity, especially for youth. In this paper, we suggest a robust emphasis on civic and volunteer service as one promising policy response. Service can promote civic engagement, meaningful roles in society, and work experience, while making substantial contributions to social and economic well-being. The classic historical example is the Civilian Conservation Corps (CCC) created by President Franklin Roosevelt during the Depression of the 1930s. The CCC was enormously productive and enjoyed strong bipartisan political support. In order to re-create this potential, policies for civic and volunteer service should be …

Learning To Vote: Informing Political Participation Among College Students, Suzanne Pritzker, Melanie J. Springer, Amanda Moore Mcbride

To inform universities’ capacity to encourage student political participation, we examine associations between four civic influences—civic instruction, deliberative course-based discussion, community service, and service learning—and youth participation during the 2008 presidential election. These four influences were selected because they are commonly integrated into higher education environments. Using an original survey, we employ a broad definition of political behavior to explore ways college students express themselves politically and to examine potential influences on their participation. We hypothesize that students exposed to civic influences are more likely to vote and engage in other participatory activities than those who lack such exposure. Findings …

Informing Policy On Volunteer Service Through Agency-Based Evaluations, Nancy Morrow-Howell, Susan Stapleton, Amanda Moore Mcbride

This working paper describes the evidence-based policy making process. We focus on what information is needed to inform policy development and decision-making on volunteer service and then how this information can be most effectively disseminated to policy makers, outlining a range of specific strategies. Existing volunteer service research is used as illustration. Implications are drawn for the capacity of agency staff to implement the research methods and strategies that are discussed.

Over one million individuals reported volunteering internationally in 2008. Young or middle-aged, White, college graduates with higher incomes, employed full-time, and married without dependent children were the most frequent candidates for volunteer service abroad. The majority of international volunteers served with a faith-based organization. Data for this report were gathered from the September 2004 through September 2009 volunteer supplements to the Current Population Survey (CPS)—a monthly survey of approximately 60,000 households. The volunteer supplement includes questions about service performed domestically and abroad. Two items specifically assess the rate and frequency of international volunteer service. Measuring Volunteer Outcomes: Development Of The International Volunteer Impacts Survey, Benjamin J. Lough, Amanda Moore Mcbride, Margaret S. Sherraden

Current research on international volunteering and service is largely descriptive but program administrators and policymakers seek information about outcomes. This article reports on a 90-item survey administered to 983 respondents. Using factor analysis procedures, we assess factor structure and reliability across a range of outcomes in an International Volunteer Impacts Survey (IVIS) instrument designed to measure IVS volunteer outcomes. Resulting outcome categories include international contacts, open-mindedness, international understanding, intercultural relations, global identity, social skills, life plans, civic activism, community engagement, media attentiveness, and financial contributions. In this article, we discuss research design, survey administration, and further development of the IVIS.

International voluntary service (IVS) has a significant and growing presence worldwide. IVS is a policy and program tool used for international development aid, humanitarian relief, and promotion of international understanding. In the last century, forms of IVS have proliferated, while research on scope, effectiveness, and impacts has lagged behind. We propose a typology that addresses duration, nature of service, and degree of “internationality.” Further, we identify IVS networks and support organizations that bolster the capacity of IVS sending and hosting organizations, and in this process create large and little recognized international institutions of cooperation.
