The concern for economic well-being undergirds most of the United Nations Sustainable Development Goals. This Perspective articulates an agenda for advancing those goals in resource-constrained countries by leveraging financial capability and asset-building (FCAB) strategies. It also specifies a role for financial technology (commonly called “FinTech”) in this work. The authors conclude with a call for better integrating FCAB and FinTech into plans for advancing the SDGs.

This brief uses administrative income tax data coupled with survey responses from roughly 5,000 households living near the poverty line to estimate how access to the Affordable Care Act’s health insurance Marketplaces have affected households’ experiences of extreme illiquidity, which is measured by delinquencies on home payments. To estimate this relationship, we exploit a natural experiment underway in states that did not expand Medicaid and created by the eligibility rules for Marketplace subsidies. Results suggest that insured households living near the poverty line are better able to make timely rent and mortgage payments compared with similar, uninsured households. Given housing …

Defining asset poverty as insufficiency of assets to satisfy household basic needs for a limited period of time, the study examines asset poverty rates in urban China using the 2002 survey data from the Chinese Household Income Project (CHIP). We find that asset poverty rates in urban China are lower than those of developed countries, in part due to Chinese households’ strong commitment to precautionary savings and the low poverty standards. However, the liquid asset poverty rate is five times that of the income poverty rate in urban China. Notably, the asset-poverty-gap ratio shows that most households in asset poverty …

Poverty can be conceptualized and measured in several different ways. The most common approach has been to rely on a scarcity of income as the basis for poverty. This paper analyzes poverty using a relatively new and alternative measuring stick—that of asset poverty. Using data from the Panel Study of Income Dynamics, we examine the extent to which individuals have enough assets to allow them to live for three months above the official poverty line. The United States is arguably one of the richest countries in the world. However, poverty is still an issue of great concern. This observation suggests the need for more innovative interventions to reduce severe need and create terms for meaningful participation of vulnerable individuals in economic, political, and social exchange. Using a sample of IDA program participants (N=840), who were randomly assigned to a control and experimental group, this study explores the relationship between an asset-building intervention and social inclusion from the human capabilities perspective. Persistent poverty and social exclusion suggest the need for more innovative interventions to reduce severe need and create terms for meaningful participation of vulnerable individuals in economic, political, and social exchange. One such innovation is asset ownership. This study explores the relationship between asset ownership and social inclusion using the human capabilities approach. Findings indicate a significant relationship, suggesting a role for asset-based policy and programs in interventions to foster social inclusion.

This study investigates the possibility that teens in more economically-disadvantaged families may have entered the labor market in response to the 1996 welfare legislation that replaced AFDC with TANF. Data are from the outgoing rotation groups of the Current Population Survey (CPS) from September 1995-May 1996 (pre-TANF) and from September 2000-May 2001 (post-TANF). To identify the policy's effect, we compare changes in the employment of teens in economically-disadvantaged families over the study period with changes in the employment of their more advantaged counterparts (a "difference-in-difference" methodology). Poverty is associated with negative health outcomes, including depression. Little is known about the specific elements of poverty that contribute to depression, particularly among African- American women at risk for type 2 diabetes. This study examined the relationships of economic and social resources to depression among African-American women at high risk for the development of type 2 diabetes (N=181) using the Conservation of Resources (COR) theory as a conceptual framework. Women were assessed at three time points in conjunction with a dietary change intervention. At baseline, 40% of women reported clinically significant depression and 43.3% were below the poverty line. …

This paper was commissioned for Inclusion in Asset Building: Research and Policy Symposium, an event hosted in September 2000 by the Center for Social Development at Washington University in St. Louis. The paper presents results from an analysis using data from the 1998 Survey of Consumer Finances to explore several aspects of the financial relationships of low-income households. The analyses looked at an updated profile of low-income and poor households, their financial portfolios, their attachment to the mainstream financial sector, and their use of various types of financial institutions. This paper reports findings from an analysis of economic well-being among female headed households. Previous theoretical and empirical work in this area suggests that poverty among female headed families is to some extent an intergenerational process, a vicious cycle. One common explanation for this pattern is that low socioeconomic status in a woman’s family of origin results in low educational attainment and, ultimately, in low earning capacity. However, an exclusive focus on education may overlook the long term dynamics of the household as an institution that can accumulate assets to enhance economic well-being across generations.
