Comparative Analysis Of State Policies For Former Foster Youth, Erin A. Watkins

This research is a comparative analysis of state policies aiding former foster youth in their transition into adulthood. This research looks at policies in the areas of housing, education, and employment. The objective of this research is to see what state policies are effective in aiding their former foster youth in their transition into adulthood. Effectiveness is evaluated by the National Youth in Transition Database data and Annie E. Casey Foundation data, looking specifically at rates of homelessness, rates of enrollment or attendance in school, and rates of part-time or full-time employment. Since the introduction of supported employment in the Developmental Disabilities Act of 1984 and the Rehabilitation Act Amendments of 1986, there has been continued development and refinement of best practices in employment services and supports. Progress includes creative outcomes for individuals with significant support needs including customized jobs and self-employment, community rehabilitation providers that have shifted emphasis to integrated employment, and states that have made a substantial investment in Employment First policy and strategy.
