Pre-Employment Transition Services For Students With Intellectual Disabilities Who Applied For Vocational Rehabilitation Services, Alberto Migliore, John Butterworth

This data note addresses participation in Pre-ETS for students with intellectual disabilities (ID) who applied for VR services. Of the 45,110 people with ID who exited the VR program in 2018, a total of 8,809 (18%) were students who applied for Pre-ETS. Of these, 1,712 (21%) received Pre-ETS and of those who received Pre-ETS, 744 (43%) gained employment.

The concern for economic well-being undergirds most of the United Nations Sustainable Development Goals. This Perspective articulates an agenda for advancing those goals in resource-constrained countries by leveraging financial capability and asset-building (FCAB) strategies. It also specifies a role for financial technology (commonly called “FinTech”) in this work. The authors conclude with a call for better integrating FCAB and FinTech into plans for advancing the SDGs.

This research is a comparative analysis of state policies aiding former foster youth in their transition into adulthood. This research looks at policies in the areas of housing, education, and employment. The objective of this research is to see what state policies are effective in aiding their former foster youth in their transition into adulthood. Effectiveness is evaluated by the National Youth in Transition Database data and Annie E. Today thousands of individuals and families are unemployed or underemployed and are seeking ways to combat poverty and become employed. One way that individuals seek to gain employment is by attending job skills training and adult education programs. However, there are barriers that hinder those individuals from successfully completing the programs. Despite the existence of the Americans with Disabilities Act (1990), workers who are deaf still struggle with reasonable accommodations in the workplace. The challenges relate, in part, to knowledge and training deficits among hearing supervisors. In order to understand the difference between supervisor knowledge and advocate knowledge around reasonable accommodation, focus groups were conducted with two populations: (1) supervisors in retail and food service who were all hearing, and (2) advocates engaged in training and education around deaf accommodation needs, who were either deaf or hearing. Research shows patients who develop self-health management skills are able to translate these skills in other life domains such as higher education, social interaction and employment. Persons with chronic health conditions or disabilities often face challenges securing employment which in turn impacts self sufficiency and long-term health. In 2010, when the New Hampshire Bureau of Developmental Services (BDS) received grant funds to strengthen multisystem service delivery, its administrators partnered with area agencies; community rehabilitation providers, or CRPs (employment providers); and other stakeholders to improve and streamline the process of collecting employment data. Originally a multi-system process, BDS continued the data-collection effort when other systems withdrew. BDS’s new data-collection system allows unprecedented access to clear data displays, as well as the ability to run a variety of detailed reports to guide the statewide promotion of integrated employment.

In the mid-1980s, the state of Washington was awarded a five-year federal systems change grant to kick-start their supported employment efforts via the Washington State Employment Initiative. Funding from this grant was used to develop training on best practices and to generate high-quality integrated employment supports among agencies. At the end of this five-year period, with state funding and support from state leadership, the Washington State Employment Initiative re-formed as WISE, an independent training and technical assistance (TA) organization. In 2009, the state of Oregon adopted its Employment First policy. When Oregon’s Office of Developmental Disabilities Services (DDS) decided to promote the implementation of this policy, it began by updating its existing employment website. This grounded theory study provides knowledge into the enduring unemployment of individuals in recovery from serious mental illness (SMI) who additionally receive supplemental security disability benefits (SSI). A constructivist framework was used in the development and implementation of this study. Grounded theory methods for data coding and analysis consisted of initial, focused and theoretical coding. Analysis continued in the development of theoretical concepts and emergent theory. Since the introduction of supported employment in the Developmental Disabilities Act of 1984 and the Rehabilitation Act Amendments of 1986, there has been continued development and refinement of best practices in employment services and supports. Research shows that families are essential in the employment process for people with intellectual and developmental disabilities (IDD). Frequently, however, messages they receive about employment are conflicting and can vary between service systems, often due to a lack of coordination across these systems. Analysis to describe the relationship between state employment system characteristics and employment outcomes for individuals with intellectual and developmental disabilities (IDD).
Why?
To better understand higher-performing state employment systems.
How?
Researchers included individual indicators from 2013 for each state from its IDD and vocational rehabilitation (VR) agencies. We also used American Community Survey data that looked at employment outcomes and education for individuals with cognitive disability between the ages of 22 to 30, i.e. individuals who recently aged out of eligibility for services under IDEA. The resulting composite indicator (CI) represents overall state employment system performance.

Interviews with 16 employment consultants-triangulated with job seekers, family members, and supervisors-revealed a model of employment supports aligned with the elements described in the literature, although with an added emphasis on (a) building trust as a key element starting from day one; (b) a circular process converging on the job match; (c) and flexible intensity of supports. The model can be used for improving clarity in communication with employment consultants about effective employment support practices for assisting job seekers with intellectual and developmental disabilities.

In FY2016, an estimated 638,568 individuals received day or employment supports from state IDD program agencies. This number grew from 455,824 in FY1999. The estimated number of individuals in integrated employment services increased from 108,227 in FY1999 to 120,244 in FY2016. Despite the trend to terminate facility-based services in some states, the overall state investment continues to emphasize non-work services, rather than integrated employment services. Figure 1 shows the trends in the percentage of people served in integrated employment and facility-based and non-work settings between FY2008 and FY2016.

Each year in the United States, thousands of individuals are released from prisons and must reintegrate into society. Ensuring these individuals obtain adequate employment upon release is key to keeping them from returning to the penal system. This paper examines different social work programs that attempt to secure employment for ex-offenders. This paper reviews the obstacles these programs face and considers how social workers can improve the effectiveness of these programs at preventing recidivism. This systematic review looks at the quality of life outcomes employment gives individuals with severe mental illnesses. Fourteen studies conducted between 1991 and 2016 were included for the final review. Studies that examined health and functioning generally found connections between work and improvements in both functioning and symptoms.
