Child welfare worker turnover is costly and can negatively affect the relationship between families and the child welfare agency. The Quality Improvement Center for Workforce Development (QIC-WD) aims to build the body of evidence in the child welfare field to better understand worker turnover and strategies to address it. The Quality Improvement Center for Workforce Development (QIC-WD) partnered with the Virginia Department of Social Services (VDSS) in 2017 to conduct research examining the efficacy of technology interventions aimed at reducing child welfare staff turnover and improving child welfare outcomes. Virginia is a state-supervised, countyadministered child welfare system. The state elected to study the implementation of and outcomes from job modernization technology interventions in 18 localities. These 18 localities represent a workforce of approximately 450 of the state’s 2,200 frontline staff. The Virginia Department of Social Services (VDSS) and the 18 local departments of social services (LDSS) identified the lack of technological supports to help child welfare workers complete the administrative tasks of their job as a cause of turnover. The Virginia site rolled out the first part of their intervention (transcription services) in 2018 and is now preparing to roll out a mobile application in late fall 2019. This one-page summary describes COMPASS, Virginia’s mobile app designed to make it easier for workers to manage the administrative aspects of their job.

Public child welfare agencies continually struggle with how to address issues of staff recruitment and retention. Furthermore, very little evidence exists regarding what works to attract, select, and retain talented staff. Much of what agencies do to address workforce issues is never formally evaluated and successes are not published widely. Thus, agencies confronted with urgent retention needs have little to go on to identify an intervention that is likely to succeed. There is growing evidence to suggest that child welfare workers are experiencing high levels of secondary traumatic stress (STS) as a result of exposure to traumatized clients in crisis (e.g., Barbee, et al, 2018). The Quality Improvement Center on Workforce Development (QIC-WD) surveyed 1,113 front line child welfare workers in 13 jurisdictions between November, 2017 and March, 2018 using the Bride (2007) Secondary Traumatic Stress Scale as part of a comprehensive workforce needs assessment. An average of 54% of participants reported clinical levels of STS. When these elevated numbers are compared to the original Bride research of social workers, they …

Child protective services agencies have long observed the complicating role that parental substance use and addiction plays in cases of child maltreatment. Families who struggle with these problems present unique challenges for child welfare professionals. These families are typically more difficult to engage, more likely to have children removed from the home, and have poorer outcomes when compared to other families. These poorer outcomes often include health problems. Domestic violence is a serious public health problem in the United States; one which has proven intractable to researchers working on theory development and on effective prevention interventions. Although much has been reported from the perspectives of battered women, there are few studies that examine the perspectives of male offenders. In particular, there has been a call for more research on contextual and proximal events associated with incidents of domestic violence from the male offenders’ perspective.

Remarital Chances, Choices, And Economic Consequences: Issues Of Social And Personal Welfare, Kevin Shafer, Todd M. Jensen

Many divorced women experience a significant decline in financial, social, physical, and psychological well-being following a divorce. Using data from the NLSY79 (n= 2,520) we compare welfare recipients, mothers, and impoverished women to less marginalized divorcees on remarriage chances. Furthermore, we look at the kinds of men these women marry by focusing on the employment and education of new spouses. Finally, we address how remarriage and spousal quality (as defined by education and employment) impact economic well-being after divorce. Our results show that remarriage has positive economic effects, but that is dependent upon spousal quality. However, such matches are rare …

This article presents a case study of efforts of a workforce development unit within a local public housing authority to recraft its image as separate from the larger housing authority, in order to better attract participants to its optional supportive services. Using qualitative interview data with Section 8 voucher recipients and public housing authority staff, and descriptive quantitative data from a larger dataset, and drawing on theories of street-level bureaucracies and agency-client interactions, the case study finds that service recipients perceive the housing authority as a largely compliance-oriented organization that is overly bureaucratic, excessively regulating of private spheres of family …

Staff recruitment, selection, and retention are persistent challenges for many child welfare agencies. Agency directors recognize these challenges but often lack the capacity or strong relationships with human resources (HR) to hire and keep the right child welfare staff. The lack of evidence-based practices to address child welfare workforce issues compounds the situation. The Quality Improvement Center for Workforce Development (QIC-WD) was created through a 5-year cooperative agreement with the Children's Bureau to advance knowledge about evidence-informed workforce interventions, test a variety of interventions in real-world settings, and examine how workforce stability is related to outcomes for children.

The purpose of this review is to provide an exploration of past research on women's pathways to incarceration, specifically discussing how this problem affects California women. Using research from various case studies, both quantitative and qualitative, this review examines the correlation between life experiences and incarceration for women. California laws and policies that mitigate the impact incarceration has historically had on women will be discussed. This research provides a better understanding of the treatment needs of incarcerated women and the programs that could provide them with some positive resources to succeed post incarceration and avoid recidivism.

When children are detained and enter the foster care system, social workers screen them to determine if mental health services are needed. Formal referrals to mental health providers are made, however there is a significant wait time between referral and service delivery.

The focus of this study was to explore these barriers to mental health services in an effort to identify approaches that might improve service access. Childhood adversity is associated with numerous negative outcomes across multiple domains, including mental and physical health, interrelationships, and social functioning. Notably, research suggests that childhood adversity has a dose-response relationship with these outcomes; that is, greater numbers of adverse experiences in childhood are associated with worse outcomes. These outcomes overlap with many risk factors of homelessness. This study sought to address two questions: 1) Does a dose-response relationship exist between childhood adversity and chronic homelessness? 2) Does childhood adversity negatively predict the age at which homelessness first occurs? This study examines experiences of utilizing government assistance in the United States. It focuses on the ways in which persons participating in the Supplemental Nutrition Assistance Program (SNAP) communicatively managed their lives in relation to their role in the program. Specifically, the research reveals that SNAP recipients are master managers. After synthesizing the pre-existing body of research concerning social assistance in the U.S. and its effects on those who utilize it, the author argues that sharing the stories of marginalized groups can serve to reduce stigma surrounding government assistance participation. Individuals with intellectual and developmental disabilities (I/DD) have some of the highest rates of sexual violence of any group—at least 7 times the rate for people without disabilities. (6) Attempts to alleviate this problem have been unsuccessful and based on the Medical Model of Disability, which views people with I/DD as inherently vulnerable and in need only of protection. Viewing people with I/DD as inherently vulnerable further stigmatizes them and increases dependency on others, instead of fostering capabilities and independence. The Division of Milwaukee Child Protective Services (DMCPS) of the Wisconsin Department of Children and Families (DCF) will be implementing and testing an organizational culture and climate intervention called ARC, which stands for Availability, Responsiveness, & Continuity. This article is a description of the research I conducted on the sex industry in Manitoba, Canada, from 2016-2017. I interviewed 61 people, of which six were political leaders, 23 were social workers, 24 were police officers, and eight were sex industry survivors. About half of the practitioners I interviewed are also sex industry survivors. As a veteran police officer with 35 years of law enforcement experience, my research journey was unique from conducting the interviews to reporting my findings.
