I focused my graduate work on the local community of malemployed immigrants. They are foreign-educated newcomers — medical doctors, pharmacists, teachers, lawyers and engineers, to name a few of their professions — who lack the resources to find skill- appropriate work in the U.S. They end up either unemployed or working at "jobs for which they’re overqualified or overeducated or both,” I wrote for NJSpotlight in 20171.

Child welfare worker turnover is costly and can negatively affect the relationship between families and the child welfare agency. The Quality Improvement Center for Workforce Development (QIC-WD) aims to build the body of evidence in the child welfare field to better understand worker turnover and strategies to address it. While benevolence-based programs have been a large part of meeting immediate financial needs of the poor, they lack the relational aspect needed to facilitate long-term behavior change. Recently many social service organizations have adopted financial coaching as a promising replacement for benevolence programming. The field of coaching has dealt with its own challenges. Most coaching practitioners surveyed in 2016 and 2019 acknowledged lack of client follow-through as their number one challenge. Behavior economics offered nudges as a solution. The Quality Improvement Center for Workforce Development (QIC-WD) partnered with the Virginia Department of Social Services (VDSS) in 2017 to conduct research examining the efficacy of technology interventions aimed at reducing child welfare staff turnover and improving child welfare outcomes. Virginia is a state-supervised, countyadministered child welfare system. The state elected to study the implementation of and outcomes from job modernization technology interventions in 18 localities. These 18 localities represent a workforce of approximately 450 of the state’s 2,200 frontline staff. The Virginia Department of Social Services (VDSS) and the 18 local departments of social services (LDSS) identified the lack of technological supports to help child welfare workers complete the administrative tasks of their job as a cause of turnover. The Virginia site rolled out the first part of their intervention (transcription services) in 2018 and is now preparing to roll out a mobile application in late fall 2019. This one-page summary describes COMPASS, Virginia’s mobile app designed to make it easier for workers to manage the administrative aspects of their job.

Public child welfare agencies continually struggle with how to address issues of staff recruitment and retention. Furthermore, very little evidence exists regarding what works to attract, select, and retain talented staff. Much of what agencies do to address workforce issues is never formally evaluated and successes are not published widely. Thus, agencies confronted with urgent retention needs have little to go on to identify an intervention that is likely to succeed. Black and Latinx male retention in post-secondary institutions, particularly predominantly white institutions (PWI), remains a critical social problem. Even though many PWIs set up structures to welcome and support Black and Latinx males, those structures are defined and created through dominant cultural norms. They have been challenged to mitigate the individualized facets of disengagement. A social innovation, proof of concept model was conceptualized, designed, and developed alongside Black and Latinx males in college. There is growing evidence to suggest that child welfare workers are experiencing high levels of secondary traumatic stress (STS) as a result of exposure to traumatized clients in crisis (e.g., Barbee, et al, 2018). The Quality Improvement Center on Workforce Development (QIC-WD) surveyed 1,113 front line child welfare workers in 13 jurisdictions between November, 2017 and March, 2018 using the Bride (2007) Secondary Traumatic Stress Scale as part of a comprehensive workforce needs assessment. An average of 54% of participants reported clinical levels of STS. When these elevated numbers are compared to the original Bride research of social workers, they …

However, half of all nonprofits do not use these models due to resource constraints or the perception that their work does not fit into a model. This is especially true in relationship-based programs, such as those in faith-based social services. Despite efforts to improve the designs and benefits of workplace wellness programs (WWPs), there are two major problems preventing employers from optimizing the human capital of their employees: (a) many WWPs are limited and do not include an exercise component, which increases the potential for chronic health conditions; and (b) more than 50% of employees are reluctant to participate in WWPs due to the common barriers of time, convenience, and location. The Division of Milwaukee Child Protective Services (DMCPS) of the Wisconsin Department of Children and Families (DCF) will be implementing and testing an organizational culture and climate intervention called ARC, which stands for Availability, Responsiveness, & Continuity. Organization inaction and the absence of change are seriously understudied topics. This article (a spoof) reports on a research problem that identifies and studies four principles of organizational inaction: The time, subject matter, group size and controversy theorems together and separately explain a great deal of committee and organizational inaction. The article also introduces innovative techniques of invariant statistics and mystery sampling. The article is an extensive rewrite of a 'research report' that originally appeared in a peer-reviewed administrative humor journal, The Bureaucrat, in 1979.

The Washington State Department of Children, Youth, and Families (DCYF) will be implementing and testing the effectiveness of telework for child welfare field operations staff and their supervisors. DYCF is a stateadministered system with a total of 3,075 employees. The Nebraska Department of Health and Human Services Division of Children and Family Services (DCFS) workforce intervention will address secondary traumatic stress (STS) among frontline staff and supervisors. Nebraska is a state-run child welfare system with about 400 Child and Family Service Specialists (CFSS) organized into five service areas across the state. Recent decades have seen tremendous changes in the duration of time that parents offer financial support to their adult children. This paper explores the literature regarding the variations in support, the forces impacting those variations, and the effects of that support on the children's human capital and financial attainment, as well as implications for parents.
