Social Security programs in post-industrial nations are facing the need for policy reforms. Fiscal shortfalls in current Social Security programs are a major driving force promoting these reforms. At the same time, changes in longevity and the nature of work and retirement also suggest the need for policy reform. This article begins with a broad overview of some of the policy innovations of the Europe Union as a whole, and then focuses more indepth on policy reforms in three countries that exemplify Esping-Andersen's (1990) typology of welfare states: Sweden, Germany, and Canada. This study looked at the extent to which an elder's impaired mental functioning (IMF) is a factor in Adult Protective Services (APS). The design was a quantitative exploratory study utilizing a content analysis of 50 APS case files from San Bernardino County's Department of Aging and Adult Services.

Writings about hope within gerontological literature assume social workers already possess hope that they can use in their practice. The purpose of this article is to challenge this assumption and to examine ways in which social workers can sustain hope in personal life, in their agencies, and in the reform of larger social structures that impact older adults. The authors examine culture change in nursing homes as an emerging approach that can be more fully developed by applying the strengths perspective to interpersonal work with elders, agency change and broader structural change.

Community centers were originally outside imports into an Appalachian culture that often placed much greater emphasis on individuality and family than on community but they continue to thrive in the region. Yet there have been important contributions from the region: L.J. Hanifan, Superintendent of Rural Instruction in the original WV Department of Education introduced the concept of social capital to the world. Miles Horton and the Highlander Center provide a direct link between Appalachia and the international settlement house movement. With the aging of the baby boomers, there is a concern over the likelihood of an increase in reported cases of perpetrators of financial abuse of elders residing in San Bernardino County as reported by Adult Protective Services (APS). This study included 201 confirmed financial abuse cases(data from the San Bernardino Department of Aging and Adult Services) for the period of January 13-December 19, 2005 in the high desert areas.
