Permanency Outcomes In Legal Guardianships Of Abused/Neglected Children, James Henry

Legal guardianships for abused/neglected children are often utilized by the child welfare system to create permanency placements. This descriptive study explores the permanency outcomes for abused/neglect children in legal guardianships. Five hundred forty-five family court guardianship files from two southwestern counties in Michigan were reviewed. The findings indicated that successful permanency was dependent on the reason the guardianship. Legal guardianships established following adjudicated child abuse/neglect (seventy-seven) in family court had a permanency disruption rate of 29%. Guardianships established after child abuse/neglect occurred (thirty-six), but prior to adjudication, had a permanency disruption rate of only 9%. Reasons for the disruptions and …

This report presents findings from the first annual evaluation of the American Dream Demonstration, a multiyear, nationwide test of Individual Development Accounts. Covering the period from the demonstration’s start-up through June 30, 1998, the report details insights from an implementation assessment and from preliminary analyses of monitoring data.

Adolescent sex workers potentially have many health needs but are included rarely in health assessments; therefore, little is known about their needs or how to reach them. This study examines the motivations, social context, and health needs of street-based adolescent sex workers. The results show these youths are more likely to experience negative health outcomes, such as unintended pregnancies and sexually transmitted infections, when they are using drugs or are depressed. These findings suggest the need for comprehensive programming to include individual, interpersonal, and greater environmental interventions. Examples for reaching adolescent sex workers are discussed.

The Subsidy Dependence Index (SDI) is the most common way to measure the importance of public support for Development Finance Institutions (DFIs). We present the SDI and show its equivalence to a subsidy-adjusted measure of return on equity. We then review recent attempts to adjust the SDI. As a whole, the recent measures are either meaningless or answer unimportant questions. Their use does not lead to a better understanding of the social cost of a DFI.

Physical Violence During Pregnancy: Maternal Complications And Birth Outcomes, Vilma E. Cokkinides, Ann L. Coker, Maureen Sanderson, Cheryl Addy, Lesa Bethea

Objective: To assess the association between physical violence during the 12 months before delivery and maternal complications and birth outcomes.
Methods: We used population-based data from 6143 women who delivered live-born infants between 1993 and 1995 in South Carolina. Data on women's physical violence during pregnancy were based on self-reports of partner-inflicted physical hurt and being involved in a physical fight. Outcome data included maternal antenatal hospitalizations, labor and delivery complications, low birth weights, and preterm births. Odds ratios and 95% confidence intervals were calculated to measure the associations between physical violence, maternal morbidity, and birth outcomes.

To intervene effectively, social workers need to make sense of clients and their situations. A case theory approach to assessment provides a framework to formulate assessments that are clear and directly related to the real-world problems clients present. Explaining the problem situation, case theory forms the foundation for selection of intervention strategies and methods to achieve change. Building case theory requires practitioner abilities to form concepts, relate concepts into propositions, develop hypotheses, and organize these into a coherent whole. Developmental Trajectories Of Disruptive Behavior Problems In Preschool Children Of Adolescent Mothers, Susan J. Spieker, Nancy C. Larson, Steven M. Lewis, Thomas E. Keller, Lewayne D. Gilchrist

Using hierarchical linear (HLM), we analyzed individual developmental trajectories of disruptive behavior problems between ages 3.5 to 6.0 years for 183 children of adolescent mothers. We examined how the level of problem behavior (intercept) and the rate of change over time (slope) are influenced by child's sex, mother's depression/anxiety symptoms, and mother's use of negative control for regulating child behavior. On average, disruptive behavior decreased from age 3.5 to 6.0. Child sex and maternal depression/anxiety related to the level of behavior problems but not to the rate of change. Only God Decides': Young Children's Perceptions Of Divorce And The Legal System, Kyle D. Pruett, Marsha Kline Pruett

Objective: To describe research on perceptions of children aged 6 and younger from 21 families of their parents' divorce, of its impact on their families, and of legal officials. Method: Semistructured play interviews were conducted during home visits as parents were conjointly interviewed as part of a larger study on divorce in legal context. Results: Children had much misinformation about divorce as an event and process. What they did know was often inappropriate, frightening, and confusing. They resented how the process 'ruined their parents' being friends any more' and proposed reforms based on their wishes and observations. Conclusions: Greater awareness …

This study is aimed at monitoring the impact of the 1996 federal welfare legislation on American Indian families with children on reservations within the state of Arizona over five years (1997-2002). Our goal is to inform the public policy debate on how to improve the social and economic opportunities for low-income families with children on reservations. This report is based on our first year (October 1, 1997-September 30,1998) of work, which focused on aspects of reform implementation and short-term and potential long-term outcomes. We analyzed secondary data from administrative sources relevant to the implementation of welfare legislation in Indian communities. …

Finding A Fit Between Work And Family Life: Support For Working Caregivers, Eileen M. Brennan, Julie M. Rosenzweig, Alice Myrth Ogilvie

This article examines the ways in which families with employed caregivers and children with emotional and behavioral disorders manage to meet the demands of employment and family responsibilities. Finding a fit between the demands of work and family life is a struggle for every employed mother and father. For parents whose children have emotional, behavioral, or mental disorders, meeting this challenge can prove extremely stressful, particularly since supportive services are notably lacking. There has been little research on the perceptions of employed parents of children with mental health concerns about the ways in which work and family responsibilities can fit …

An Empowering Approach To Crisis Intervention And Brief Treatment With Preschool Children, Katherine Tyson Mccrea

This paper presents an approach to crisis intervention and brief treatment for young children based on the new psychology, intrapsychic humanism. After presenting central theoretical principles, these principles are applied and treatment guidelines demonstrated in the treatment process of a three-year-old child named Paul. The research design for the case study is naturalistic, uses qualitative methods of data analysis, and draws from the heuristic paradigm (a postpositivist metatheory of social and behavioral research).
