Child welfare organizations throughout the nation grapple with turnover rates estimated to be as high as 65% (e.g., CWLA, 2016; Edwards & Wideman, 2018). Turnover contributes negatively to client outcomes, organizational financial shortages, and to perpetuating stressful conditions for the child welfare workforce. One factor found to contribute to turnover within child welfare is that of secondary traumatic stress (STS). Child welfare workers are known to experience higher rates of STS than any other helping professional (Brady, 2017). This study explores and describes the experiences of ten dual status youth in Taylor County, Texas by examining the factors of race, sex, child welfare allegation, and juvenile justice offense. A review of the literature suggests that this population has unique challenges in and outside the courtroom, including being at increased risk for disparate outcomes in later adolescence and adulthood. This study compared single-system child welfare and juvenile justice data from Texas DFPS Region 2 and Taylor County to raw data provided on a sample of ten dual status youth identified in Taylor County from 2017–2021. Project SAFESPACE has recently initiated screening and assessment for all children entering out of home care in Kentucky with the goal of providing assessment-driven, evidence-based treatment. The Child and Adolescent Needs and Strengths (CANS) assessment—the instrument adopted in this service system—is designed to link the assessment process with the selection of appropriate interventions. This dissertation study examined the relationship between vicarious traumatization and job retention among 1,192 child welfare professionals in five different child welfare organizations. Propositions from Constructivist Self Development Theory (CSDT) were utilized to examine the differential factors influencing the impact of vicarious trauma on child welfare professionals' intent to leave their organization, including coping strategies, professional efficacy, and professional satisfaction. Structural Equation Modeling (SEM) was used to assess the degree of fit between the observed data and several hypothesized theoretical models examining the relationship between vicarious trauma, coping strategies, professional efficacy, professional satisfaction, and retention.
