In Kolkata, female sex workers’ well-being is overshadowed by practices and conceptions around HIV/AIDS. This article describes an outreach program designed to prevent the spread of HIV infections through condom programming based on a public health initiative, Sonagachi HIV/AIDS Intervention Program (SHIP). However, the identification of female sex workers as a high-risk group for HIV has compounded their existing struggle in which the state medical regime now construes and constructs the women as "risky" bodies in need of targeted intervention. High-risk group status has conferred a kind of hyper-visibility on female sex workers -- unthinkable were it not for the …

This is happening now too. Even with a law against prostitution, the more egregious elements are prevalent. There is an organized effort in New Hampshire to fully decriminalize prostitution. What that means is that all laws controlling the buying and selling of sex will be removed from the law books, making prostitution legal. Law enforcement and public officials will then have no control over if, when, and where prostitution occurs, whether it’s in massage parlors (often called spas), hotels, apartments, residences, or strip clubs. Because commercial sex will be legal, pimps and “sex workers” will be able to freely advertise prostitution services. The Illegal Immigration Relief Act (IIRA), passed in the small rust-belt city of Hazleton, Pennsylvania, in 2006, was a local ordinance that laid out penalties for renting to or hiring undocumented immigrants and declared English the city’s official language. The notorious IIRA gained national prominence and kicked off a parade of local and state-level legislative initiatives designed to crack down on undocumented immigrants.

For 29 years prostitution was decriminalized in Rhode Island (if it occurred indoors). Sexual exploitation and violence against women and girls were integrated into economic development. The number of sex businesses grew rapidly and organized crime groups operated brothels and extorted money from adult entertainment businesses. This paper is a case study of decriminalized prostitution. For 29 years (1980 to 2009) prostitution was decriminalized in Rhode Island. Lack of laws or regulations created a permissive legal, economic and cultural environment for the growth of sex businesses. During this time, sexual exploitation and violence against women and girls were integrated into the economic development of urban areas. India’s global success in the Information Technology industry has also prompted the growth of neoliberalism and the re-emergence of the middle class in contemporary urban areas, such as Bangalore. BITS of Belonging shows that this economic shift produces new forms of social inequality while reinforcing older ones. The study investigates this economic disparity by looking at IT and water privatization to explain how these otherwise unrelated domains correspond to our thinking about citizenship, governance, and belonging. This article examines the impact of the criminalization of immigration on non-documented immigrants and the profession of social work. To meet its aims, the article explores the new realities for undocumented immigrants within the context of globalization. It then assesses the criminal justice and homeland security responses to undocumented immigrants, also referred to as the criminalization of immigration. It subsequently explores the ethical dilemmas and value discrepancies for social workers that are implicated in some of these responses. Finally, it presents implications for social workers and the social work profession.

The Problem Of State Intervention In Post-Abolition Slavery: A Critique Of Consensus, Anthony Talbott, David Watkins

Slavery is now illegal by all states and under international law. Contrary to the hopes of abolitionists, this state of affairs has transformed rather than eradicated slavery as an institution. Furthermore, responses by states to post-abolition forms of slavery have often been less than ideal. This paper begins by comparing two state responses to slavery in the early 20th century: the federal peonage trials in Montgomery, Alabama from 1903-1905, and the federal response to an alleged epidemic of “white slavery” from 1909-1910, culminating in the passage of the White Slave-Traffic Act. Taken together, these responses engender pessimism about the state …

This article is an analysis of law enforcement identified cases of human trafficking in Rhode Island from 2009 to 2013. Information was collected from police and court records, prosecutors’ press releases, and reports in the media. During this period, there was one case of forced labor of a domestic worker and six cases of domestic sex trafficking. Many of the characteristics of the Rhode Island cases were consistent with other human trafficking cases in the United States. The bill against indoor prostitution should be passed. [Prostitution] destroys many families. What happens when a wife catches her husband going to spa or strip clubs? Divorce usually, and then the children involved go to counseling and so does the wife. Medical costs rise, not including STD’s the men catch from these women. To worry about what jobs they’ll get if they can’t do sex acts, well dancing for men is one thing, having sex with them is [another]. If [prostitution] is no longer allowed, the club owners should pay the fines if they cannot control what happens in their clubs.

RHODE ISLAND needs a good prostitution law to halt the metastasizing problems of prostitution and sex trafficking. The growing number of spas and clubs are sordid destinations for foreign women and teens from around the Northeast. To address this problem, both the House and the Senate have passed bills they claim “close the loophole.” But the competing bills are profoundly different in their probable effectiveness.
