Prior literature indicates youth who have had adverse childhood events or are diagnosed with a mental illness are more likely to become involved in the juvenile justice system (Chappard & Maggard, 2020). While research has been performed to involve juvenile justice workers and juveniles that have been involved in the system, there has been little involvement by the child welfare workers who have followed the trajectory of the youth from the beginning of involvement. On June 17, 2019, after a prolonged period of community concern, the Portland City Council voted to relocate the city’s homeless shelter from the rapidly gentrifying Bayside neighborhood to a wooded area at the city limits. As municipal shelters continue to move away from metropolitan areas, the impact of NIMBY-ism on local and state policies related to homelessness cannot go unnoted. By analyzing publicly available testimony that occurred in the months after the decision to relocate, a variation of NIMBY-ism begins to emerge. This chartbook describes Maine’s historical trends in meeting the needs of adults with ID/ASD through institutional and community based services in comparison to other states; a detailed analysis of the population’s utilization of different types of services and their costs in SFY 2010; the implementation of the Supports Intensity Scale (SIS) as a means of identifying the supports needs of the adults with ID/ASD; and the complement of providers serving this population in Maine.

The Colorado Department of Human Services (CO DHS) has contracted with the Cutler Institute for Health and Social Policy to assess the professional development needs of child welfare caseworkers, case aides, and supervisors. This needs assessment will help guide the development of the new Child Welfare Training Academy established by Governor Bill Ritter in May 2009. The Academy will provide child welfare professionals across the state with the training, skills and knowledge to better protect the state's most vulnerable children from abuse and neglect.

This report provides baseline information on the demographic characteristics, participant characteristics and service use trends for people accessing long term care services in this State.

For purposes of this report, we have excluded people with MR/DD. Long term care services do not include community support services for people with mental illness.

  • Parents of young children with special needs face significant challenges finding and keeping child care arrangements for their child.
  • Parents report significant problems with the child care arrangements they have used for their child with special needs.
  • There are significant programmatic and financial barriers to supporting parents of children with special needs so they can work, and balance work and family.

The Quality Choices for Maine project was conducted from 2001-2004. This report focuses on Access to Services, one part of the three-year RCSC Quality Grant.
