Preparation And Response To Covid-19: An Exploratory Analysis Of Policy Response Spending And Health Expenditures In 20 Oecd Countries, Anis Ben Brik, Neil Gilbert

This article examines the comparative impact of COVID-19 in terms of the number of cases per capita and the per capita mortality rate and analyzes the relationships between these impact estimates and three policy measures in 20 OECD countries, controlling for the population over age 65. The policy measures involve public and private health expenditures prior to the pandemic onset and per capita fiscal expenditures devoted to policies designed to address the pandemic, which are identified in the International Monetary Fund’s policy tracker. While recent literature on social welfare has included Asian countries, less is known about low-income and former socialist countries in Central Asia. This article combines a documentary-historical method with a value-critical approach to analyze Mongolia’s social policy response to poverty. Mongolia is unique in Asia because it transformed from nomadic pastoralism to socialism without a phase of capitalist industrial development. The case study found that Mongolia lost social welfare when it transitioned from socialism, a statist model, to market liberalism and multiparty democracy. The experiences of women who have been charged with welfare fraud in the years following the passage of the 1996 Personal Responsibility and Work Opportunity Reconciliation Act cast a shadow over the claim that welfare reform has been an unequivocal success. This article addresses this under-explored issue by considering the face of welfare fraud in San Diego, California after the change to federal welfare law. Social Security Privatization: An Ideologically Structured Movement, Judie Svihula, Carroll L. Estes

We document the cumulative change in expressions of support for Social Security's social insurance ideals to privatization,from the late 1970s through 2007. Social Security's basic structure and principles generally were supported by the United States government and in amendments to the original Act of 1935. However, in the 1980s market arguments began to proliferate in government alongside pension privatization projects by international governmental organizations and conservative think tanks. Although in 1983 Commission members concluded "the Social Security system is sound in principle.. and... structure," four members wrote a supplemental statement that emphasized market rationalism. Social planning has a long history in social work. It has gone from an early emphasis on community as the modal point to an emphasis on public policy planning at the state and federal levels and recently to an emphasis on organizational issues and initiatives. Social planning has been a primary tool in the long-term development of new institutions and practices brought about by the unprecendented increases in the size of the aged population. One facet of the new conservatism, which is drawing so much interest but not much information currently is the proposal for converting a large number of social service programs (including the Administration on Aging) into a single community block grant program. Even without the Reagan Administration and its new conservatism, however, the case for substantial--if less dramatic--changes in the network of services and programs which benefit the aged has been growing for some time.
