Today, in Kosovo, are services provided for the children most in need sustainable? Do these services have stable and long-term funding? Did the decentralization of the Kosovo government strengthen or weaken the existing child protective environment? In an attempt to answer these questions, a review of available literature was completed, as well as direct interviews conducted with relevant stakeholders engaged in Kosovo’s child protection services at both the governmental and civil society levels. Chittenden County, Vermont is suffering from increasing homelessness and poverty among both individuals and families. Residents of Chittenden County face an urban rental vacancy rate of less than .5% in Burlington, VT where the majority of jobs are located and only a 3% vacancy in suburban towns. Residents face waiting lists for rental subsidies of up to 8 years, and decreasing access to services for working class populations who are facing rent to income ratios of nearly 70% and utility costs of 30% of their income. The market rent is increasing and the state budget faces deep cuts to services. …

According to UNICEF, 3.7 million children are orphaned in South Africa (2010). Parliament enacted the Children’s Act on April 1, 2010 to grant and protect the rights orphaned or vulnerable children (OVC). The Children’s Act aims to promote the well being of children, prevent abuse or neglect, and increase options for the care of children found to be in need or care and protection (Jamieson, Mahery, and Scott 2011). Children not receiving care and protection from a parent or guardian are placed in one of three options of alternative care. One being child and youth care centers (CYCC); also known …
