The Policy Rationale For Cross-Sector Research Collaboration And Contemporary Consequences, Turpin Tim, Manuel Fernández-Esquinas

National policies and practices shape the tools and institutional form of cross-sector research collaboration (CSRC). However, because innovation systems vary considerably across different countries, so too has the evolution of policy. In this special issue contributions review the policy processes and their implications in seven countries: Australia; Norway; Germany; the USA; Spain; Ireland; and the UK. Overall the comparisons reveal some common trends. For example, there is a general trend toward the institutionalisation of collaborative processes and practices in formal organisational structures. However, the variation across systems, governance and industrial structures reinforce the need for a diverse approach to CSRC …

The Spanish innovation system has grown since the 1980s following a predominantly supply-side model where R&D capacities have concentrated in universities and public research organizations. Since then efforts have been made to stimulate cross-sector linkages. These have relied on university– industry projects, various forms of interface organizations, technology centres and programmes to encourage mobility. However, initiatives have encountered some significant drawbacks. Due to a lack of progress, a range of centres and other collaborative arrangements have emerged since 2000 to try to foster greater collaboration and firm based innovation. What are the implications of the fact that the most important positions in science policy are held by credentialed and experienced researchers? We propose that appointing scientists to high-level responsibilities in R&D systems have some side effects for both policy making and for the organizational arrangements in S&T organizations that rely on public funding. Stratification mechanisms in the governance of science create a kind of hybrid career between research and science policy. This article studies professional careers between research and positions of responsibility in the governance of science. The process by which researchers are recruited in science policy organizations is studied as well as the conditioning social mechanisms which intervene in the subsequent development of their careers. 65 professional life stories of researchers that have held management, policy making and political positions in the Spanish R&D system between 1975 and 2007 have been employed. What factors affect the organizational models of the large national public research centers? How does organizational change affect the nature of the scientific activities they perform? This article uses the Spanish Council for Scientific Research (CSIC) to illustrate an institutional change process taking into account the tension that exists between the public status of research centers and the high level of independence of its scientific communities.
