Surveying Eighty-Year-Old Battlefields In Solomon Islands, Simon Conway

Surveying battlefield sites and abandoned ammunition depots eighty years after a conflict presents a challenge. There are few living witnesses, and the land has often changed beyond recognition. In Solomon Islands, the situation is exacerbated by a combination of familiarity and lack of information. Civilians have grown accustomed to the presence of ordnance and concluded that the problem is intractable. At the same time, it is not known how many people have died or been injured because of unexploded ordnance (UXO) and abandoned (AXO) ordnance. China's Use Of Nontraditional Strategic Landpower In Asia, Sheena Chestnut Greitens
The US Army War College Quarterly: Parameters
This article argues that the People’s Republic of China uses its police and internal security forces as a nontraditional means of projecting strategic Landpower in the Indo-Pacific and Central Asia. Instead of limiting analysis of China’s power projection to military forces, this article employs new data on Chinese police engagements abroad to fill a gap in our understanding of the operating environment in Asia. Policymakers will gain an understanding of how these activities enhance China’s presence, partnerships, and influence across the region to inform the development of recommendations for a more effective response.

Rethinking The Relevance Of Self-Deterrence, Jeffrey H. Michaels
The US Army War College Quarterly: Parameters
Self-deterrence is critically understudied in deterrence theory. Similarly, deterrence practitioners prefer to focus on adversaries’ threats rather than seeking to account for the full scope of fears influencing the decision calculus of policymakers. Through historical case studies, this article identifies where self-deterrence has occurred, highlights the benefits of incorporating the concept in future strategic planning and intelligence assessments, and recommends that policymakers, strategists, and analysts acknowledge self-deterrence as an important factor when preparing for future wars.

This article proposes a new definition of strategy as problem-solving that challenges the focus on goals and assumptions of order within many post–Cold War approaches to strategy. It argues that the military needs strategy to diagnose the complex problems of the twenty-first century before they can be solved. Inspired by practitioners such as Andrew Marshall and George F. Kennan, this new definition clarifies what strategists do and offers a logic for distinguishing the use of the term strategy. Practitioners will also find problem-solving tools and pedagogies they can adopt today.

This article examines the international law of self-defense as it applies to the ongoing Israel-Hamas conflict to determine whether the October 2023 attacks by Hamas against Israel can be interpreted under Article 51 of the UN Charter as an “armed attack” that gives Israel the right to use military force in self-defense against non-state actors. It situates the conflict within ongoing legal and political debates, shows how this conflict fits into a changing global reality where the most dangerous security threats do not exclusively emanate from other states and concludes that Israel’s resort to force in the current conflict appears …

Strengthening ties with Taiwan is the best chance the United States has to preserve the liberal international order in Asia and improve its security relative to China. This study offers a normative perspective on how Taiwan can contribute to US-led international institutions and the Asian regional order and reduce conflict risk. It concludes with recommendations for the United States and its partners to integrate Taiwan into multilateral institutions in Asia.

While arguments for greater localization in humanitarian aid are strong, in humanitarian mine action (HMA) the case is not always as clear and requires detailed discussion. Despite these challenges, however, the development of national nongovernmental organizations (NNGOs) in mine action is advocated for, as they can offer local knowledge, reduce costs, improve efficiency, and contribute to national ownership. HMA stands out from other sectors due to its resource-intensive and highly regulated nature, often necessitating the use of expensive equipment and specialized expatriates. This article discusses the concept of localization in HMA, emphasizing its distinct challenges compared to other humanitarian sectors. …

Following the Russian Federation military offensive launched on 24 February 2022, the context and extent of Ukraine’s explosive ordnance (EO) contamination drastically changed, leaving mine action (MA) operators with the need to provide emergency explosive ordnance risk education (EORE). Faced with scarce up-to-date guidance and good practices on the topic, the global EORE Advisory Group (AG)[1] produced a refreshed document to support implementation. In September 2023, the Danish Refugee Council (DRC) also surveyed the entire MA community in Ukraine and organized a joint lessons-learned workshop to review the past eighteen months of emergency EORE programming. Modern armed conflict is characterized by the use of a wide variety of explosive weapons (EW), creating complex injury patterns with need for rapid first aid including hemorrhage control close to the point of injury. Reliably detecting and discriminating mines, booby traps, and victim operated improvised explosive devices remains a stubborn problem for both humanitarian demining organizations and the military. Since mines were widely used during the Second World War, much effort has been expended on the detection problem, with limited success. The aim of being able to positively identify a device first time remains elusive since the scientific challenge of positively identifying different substances in the ground is formidable. We can reconceptualise warfare by contrasting Clausewitz with the modern practice of cognitive warfare, as evidenced by Ukraine’s defence methodologies. The strategic orchestration of ‘infopolitik’ and the sophisticated use of social media can shape narratives and public perception. This article revisits Clausewitz’s tenet of war as a political instrument and juxtaposes it with contemporary conflict’s multidimensional tactics. By scrutinising Ukraine’s digital and psychological warfare tactics, one may question the applicability of Clausewitz’s framework, seeking to understand if these novel dimensions of warfare compel a redefinition or an expansion of his thesis to navigate the complexities of contemporary geopolitical confrontations.

Forced displacement is a global crisis that poses challenges for nations like Egypt. Despite international NGO support, escalating displaced individuals have overwhelmed existing capacities. Refugee Community-Based Organizations (CBOs) have emerged as a natural response from the communities themselves to bridge the gap between the state and NGOs and the refugee community. However, CBOs in Egypt face challenges that impact their operation and continuity. Through qualitative research, this study aims to explore the experience of the Yemeni CBOs. Under the 2014–2017 Islamic State of Iraq and Syria (ISIS) occupation, the Old City of Mosul, Iraq, served as a headquarters for the self-proclaimed caliphate. ISIS produced, stored, and transited money, modern munitions, weapons, and improvised explosive devices (IEDs) through the city's ancient stone streets. To approach the immense and technically challenging task of clearing the Old City efficiently, effectively, and safely—without compromising the city's rich cultural history—Tetra Tech created a 3D model using aerial photogrammetry to quantify and visualize the scope and scale of the project.

To deal with such a large number of diverse munitions, the US-based nongovernmental organization (NGO) Bomb Techs Without Borders (BTWOB),[1] has co-published the Basic Identification of Ammunition in Ukraine[2] (https://ukr.bulletpicker.com/id-guides.html), which is in its fourth version and is available in Ukrainian and English. Initially, the guide was exclusively available in Ukrainian to cater to the target audience—Ukrainian security services, sappers, and EOD personnel. However, an English version of the 3.0 edition was subsequently published on 22 March 2023.

On 9 June 2023, a tragic accident involving unexploded ordnance (UXO) in Qoryoley town in the Lower Shabelle region of Somalia claimed the lives of twenty-seven civilians, including twenty-two children, and left fifty-three others injured. The tragedy was caused when several young children discovered a mortar round on the ground in an open playing field that they started to play with and consequently exploded. The detection of buried and surface explosive remnants of war (ERW) is a critical task in the land release process.[1] The goal of this project is to create a long-term study site and benchmark to accelerate humanitarian mine action (HMA) research for the detection of buried ERW, including unexploded ordnance (UXO), landmines, and improvised explosive devices (IEDs). Many of the illegal firearms used for terrorist and criminal activities throughout Europe originate from the Balkan region and have previously been legally exported and sold as deactivated firearms. However, due to variations in the quality of deactivation standards and verification processes, many deactivated firearms can easily be reactivated into fully functional military weapons. Lebanon is a country that has been severely affected by landmines, cluster bombs, and other explosive remnants of war (ERW) through decades of war and civil war. In many cases these legacies of war remain today, intertwined with the complex geopolitics of the region. Yet Lebanon is also a country that exemplifies excellence in mine action—from the strategic to the operational level.
