This paper examines the debate on the East Asian model of economic development in light of the different approaches undertaken by different groups of countries (economies) in Northeast Asia and Southeast Asia. The common strengths and weaknesses shared by the East Asian countries (economies) have helped to reinforce the misconception that there is a single East Asian model of economic development. There are, however, significant differences in economic structures as well as development experiences among the East Asian economies, especially between the economic development paradigms of Southeast Asia and Northeast Asia. Regional Technology Assets And Opportunities: The Geographic Clustering Of High-Tech Industry, Science And Innovation In Appalachia, Edward Feser, Harvey Goldstein, Henry Renski, Catherine Renault

This study constitutes a systematic location analysis of the technology assets of Appalachia. The report identifies and documents sub-regional concentrations of technology-related employment, R&D, and applied innovation within and immediately adjacent to the 406-county service area of the Appalachian Regional Commission. By assembling and analyzing an extensive set of data at high levels of functional and spatial detail, the study reveals localized technology strengths that might be nurtured through focused economic development policy.

Western welfare states have not all followed the same path in their social policy development. Still, certain similarities have been identified in the types and combinations of social insurance supported by specific groupings of these states. Titmuss (1974) described "three contrasting models or functions of social policy." Heclo (1985) argued "three broad groups of nations can be distinguished” with different models of social welfare policy. Esping-Andersen (1990) identified "three worlds of welfare capitalism," each with a unique social policy agenda and distinctive social insurance system. Us Social Security Rules In The 1990s: A Natural Experiment In Myopic And Farsighted Behaviour, Stephen D. Rubb

During the 1990s changes in the earnings test threshold and the delayed retirement credit had the potential to impact the labour supply of 65 to 69-year-olds. These changes in Social Security rules are used to examine whether labour supply behaviour of elderly men and women is 'myopic' or 'farsighted'. Men are found to be more farsighted than previously realized, perhaps due to increases in life expectancy.

Unemployment has remained at relatively high levels across most European countries for a generation now. There have been a number of suggested explanations for this, with correspondingly different policy implications. Two of the major hypotheses relate, first, to the impact on the European economies from increased international competition, and `globalisation’ more generally, and, secondly, to the effects of new technology and innovation. After the political unification of Hong Kong with China, Hong Kong is supposed to function as a separate economic entity under the framework of "one country, two systems". However, the increasingly close ties between the two economices have raised the possibility of full economic integration, and even of monetary union as the Chinese currency progresses towards full convertibility. This paper employs the theory of optimum currency area (OCA) and adopts recently developed techniques to test whether China and Hong Kong constitute an OCA. At the beginning of this semester, Regional Planning Studio 1 was given the task of researching and identifying the three to five municipalities in the state that exhibit the most exemplary planning practices.

A common literary theme is the conflict between appearance and reality. That conflict also frequently arises in the law, where it is usually cast as one between substance and form. Another discipline in which the conflict arises is finance, where it appears in the put-call parity theorem. That theorem states that given any three of the four following financial instruments--a riskless zero-coupon bond, a share of stock, a call option on the stock, and a put option on the stock--the fourth instrument can be replicated. Thus, the theorem implies that any financial position containing these assets can be constructed in …

A Positive Political Model Of Supreme Court Economic Decisions, Tony Caporale, Harold Winter

We develop a positive political model of the U.S. Supreme Court. Looking at the Court's economic cases for the period 1953-1993, we find a significant larger fraction of conservative decisions under Republican presidents and more conservative leadership of the House and Senate Judiciary Committees. Conservative decisions are also found to be positively correlated with the fraction of the Court appointed by Republican presidents and the rate of price inflation. We argue that our findings cast serious doubt on the common view of the Supreme Court as a completely independent, apolitical institution.

Maine Policy Review

In the past two decades, Maine’s per capita income ranking has not topped 27th, and in recent years, the state’s relative position has dropped to 36th. More importantly, the gap between Maine and the United States has increased since 1990. In this article, Maine’s State Economist Laurie Lachance lays out a long-term investment strategy for Maine that focuses on education, research and development, comprehensive tax reform, greater efficiencies in the delivery of state and local services, and limits on government spending. Lachance argues that choices must be made even in times of fiscal crisis. Failure to invest means failure, period.

Recent mergers and academic commentary have placed renewed focus on what has long been one of the central issues in media policy: whether media conglomerates can use vertical 'integration to harm competition. This Article seeks to move past previous studies, which have explored limited aspects of this issue, and apply the full sweep of modern economic theory to evaluate the regulation of vertical integration in media-related industries. This paper develops a model of the employment impact of innovation considering, on the one hand, the interactions with demand and labour costs and, on the other, the variety of patterns of technological change. Different technological strategies are considered. First, a search for technological competitiveness is based on product innovation and productivity rooted in quality advantages; second a strategy of active price competitiveness has productivity growth rooted in process innovation-based restructuring; third a passive price competitiveness strategy is pursued by noninnovators relying on cost-cutting.
