Conflict Resolution Agenda: Approaching Its Expiration Date, Jonas Claes Jun 2011

Conflict Resolution Agenda: Approaching Its Expiration Date, Jonas Claes

Human Rights & Human Welfare

Conflict resolution scholars and policy-makers have traditionally prioritized research and policy measures dealing with political violence, treating criminal violence as a contextual factor in their analysis or as a subordinate policy concern. One may wonder why the value of a casualty differs depending on whether the fatal blow was caused by a tank, a gang knife, or even a typhoon. The prioritization of political violence over criminal violence seems morally unjustified considering that the killing rates in Guatemala and El Salvador are higher now than during the civil wars that ended in the 1990s. Despite similarities in the causes, manifestations, …

Assisting Landmine And Other Erw Survivors In The Context Of Disarmament, Disability And Development, Apmbc

Global CWD Repository

A decade of deliberations on the problems caused by conventional weapons has resulted in various international legal instruments. Based on the precedents established through more than a decade of efforts to implement the Anti-Personnel Mine Ban Convention, there is consistency amongst these instruments. Different legal instruments, but with a uniform approach as concerns assisting victims and survivors of landmines and other explosive remnants of war, present certain opportunities. These opportunities concern ensuring coherence, closer cooperation and efficiency, ultimately with a view to achieving the greatest impact on the ground in affected communities. Taking advantage of these opportunities means enhancing the …

Understanding Mine Clearance In The Context Of The Ap Mine Ban Convention, Apmbc Jun 2011

Understanding Mine Clearance In The Context Of The Ap Mine Ban Convention, Apmbc

Global CWD Repository

The Convention's parties, with the support of a wide range of organisations, have made great progress in the pursuit of their aim of clearing all mined areas. There is an ongoing need, however, to ensure that all actors involved in the implementation of the Convention are clear regarding what “Article 5” obliges States to do and what it does not, what the understandings of the States Parties are concerning the implementation of Article 5, and what the mechanisms put in place related to fulfilment of Article 5 are. To assist in meeting this need, the ISU, with project funding provided …

Impact Of Sanctions And Isolation Measurement With North Korea, Burma/Myanmar, Iran And Zimbabwe As Case Studies, Clara Portela May 2011

Impact Of Sanctions And Isolation Measurement With North Korea, Burma/Myanmar, Iran And Zimbabwe As Case Studies, Clara Portela

Research Collection School of Social Sciences

The present study explores how the introduction of targeted sanctions has transformed the practice of international organisations, looking at the examples of North Korea, Burma/Myanmar, Iran and Zimbabwe.

Although the ultimate effectiveness of the individual sanctions measures can hardly be ascertained, not least due to their co-existence with unilateral sanctions proactively enforced by the US, the analysis demonstrates that the character of sanctions measures, and the changing nature of the international system, has put the use of sanctions and isolation measures in different terms than was the case just a couple of decades ago.

While it is beyond the scope …

Measuring Intervention Success In Countering Terrorism, Summer Marie Jackson May 2011

Measuring Intervention Success In Countering Terrorism, Summer Marie Jackson

Graduate Theses and Dissertations

This study examines the shift of Attorney General Guidelines in the wake of September 11th, 2001, and the consequences for both federal law enforcement and federal prosecutors. Previous research has found that prosecutors are more apt to use an exceptional vagueness approach and try terrorists like traditional offenders. Likewise, terrorist are more likely to act like traditional offenders and plead guilty in the post-9/11 era. This study further supports the existing knowledge by providing evidence of increased plea bargain rates post-9/11 of terrorists. In addition, this study is important because it examines the consequences of the early intervention approach and …

Competition Law And Sector Regulation In The European Energy Market After The Third Energy Package: Hierarchy And Efficiency, Michael Diathesopoulos Apr 2011

Competition Law And Sector Regulation In The European Energy Market After The Third Energy Package: Hierarchy And Efficiency, Michael Diathesopoulos

Michael Diathesopoulos

The aim of this research is to provide the basic parameters for a model for the definition of the relation between the general competition and sector specific frameworks and rules regarding the regulation of the Internal Energy Market, especially after the Third Energy Package. The research considers the recent sector specific framework in relation to a series of recent competition law cases of the Energy Market where structural remedies were applied under the commitments procedure. Essential facilities doctrine and generally competition law tools do not seem to provide a suitable framework for effectively addressing the dynamic competition concept, treating the …

GPM Support vehicle drove to the machine to handover the replacement fuze; the vehicle then reversed out back down the 'cleared lane' towards the 'safe area' and veered off this lane into an uncleared area (GPM skip area). The GPM Support vehicle had a mine-strike approximately 1m into the uncleared area. The vehicle was turned around 90º in a clockwise direction and resting approximately 2m away from the seat of the explosion.

Europäische Verteidigungsintegration Und Die Atomwaffenfrage, Clara Portela, Ursula Jasper Apr 2011

Europäische Verteidigungsintegration Und Die Atomwaffenfrage, Clara Portela, Ursula Jasper

Research Collection School of Social Sciences

As it strives to develop a fully integrated security and defence policy, the European Union faces a dilemma. While integration is proceeding apace and now embraces a number of key areas of national security policy, the Union still shies away from holding a serious debate about the future of European - that is British and French - nuclear weapons. These two European states have sought to justify their continued ownership of nuclear weapons by citing their own (and Europe's) benevolent intentions and the fact that their actions are guided by an awareness of their responsibility. Instead, Europe must begin to …

Global CWD Repository

On 31 August 2007 the Netherlands Government (NG) decided to fund the Danish Demining Group (DDG) mine action activities in Somaliland, Sudan, and Afghanistan. The funding agreement runs from January 2008 to December 2011 and NG and DDG had preliminary discussions on the continuation of the project. The NG Decision of 31 August 2007 foresees an external evaluation initiated by the grant recipient.

The purpose of this evaluation is two-fold: (1) to evaluate progress towards objectives, thus contributing to improving the programme through documenting lessons learned and providing recommendations; and (2) to evaluate and inform NG and DDG on project …

Pursuing "Peace" In Israel/Palestine, Maia Hallward Apr 2011

Pursuing "Peace" In Israel/Palestine, Maia Hallward

Faculty and Research Publications

Nine years after the outbreak of the second intifada (uprising) in September 2000 and sixteen years after the signing of the Oslo Accords in September 1993, Israelis and Palestinians seem as far as ever from a final status agreement. Diplomatic efforts by the George W. Bush administration - notably the Performance-Based Road Map to Peace and the 2007 Annapolis Conference - avoided the core conflict issues, and delayed such negotiations by emphasizing "provisional" borders. Not only do such tactics allow more time for consolidating "facts on the ground" that can prejudice final status negotiations, but the lack of a political …

A Research Proposal Into The National Security Perils Of Hacktivism, Carter Matherly Mar 2011

A Research Proposal Into The National Security Perils Of Hacktivism, Carter Matherly

Carter Matherly PhD

On December sixth 2010 the words, “Fire now,” echoed throughout Twitter and cyberspace (Cohen, 2011). Almost inexplicitly out of the ether a rag tag group of internet pranksters came together as a coherent, driven, and dangerous force. They attacked MasterCard, Visa, and PayPal simultaneously. The banks fought back valiantly but were no match for the size of the attack and fell, however briefly, in face of the onslaught (BBC, 2010).

The group that calls itself Anonymous, originally known for its antics defacing websites and harassing Scientology, found something to fight for. Wikileaks, the self-proclaimed whistleblower website, was without question an …

‘Holding’ For Companies And Platoons In Counterinsurgency, George Dimitriu

George Dimitriu

In August 2010, the Dutch redeployed their forces after being active in Afghanistan for four years, aiding and abetting ISAF with around 2000 troops each rotation. Initially, the contribution after August had been discussed fiercely, but the collapse of the Netherlands’ coalition government in February 2010 meant also the end of the discussion about prolongation of the mission of Task Force Uruzgan; the withdrawal of troops is definite and more or less completed by the time of writing. In a recently published article about the performance of the Dutch forces in Uruzgan, which I wrote together with Dr. B.A. de …

According to external investigation report, the accident happened during the prodding operation on a detected signal. According to the witness statements the deminer may had been failed to pinpoint the signal or he may had started prodding directly from the top of it and not maintained the right angle of the prodder. The density of rocks there and hardness of the ground required more attention to be paid by deminer during the operation, but it seems that he was working in hurry without considering standard operating procedures to be applied during signal investigation. The record of QA shows that this …

Deadly Silence: An Assessment Of Emergency Alert Systems For Lincoln County, Georgia, Gretchen B. Keneson, Mar 2011

Deadly Silence: An Assessment Of Emergency Alert Systems For Lincoln County, Georgia, Gretchen B. Keneson,

Georgia Journal of Public Policy

Rural counties have a predisposition to sustaining catastrophic losses during natural emergencies. These counties tend to have poorer economic conditions that exacerbate attempts at hazard mitigation. Emergency Alerts Systems (EAS) are the most efficient and effective ways to provide information of impending danger. This study will compare and contrast different EAS to determine which would accommodate the needs of a community. The most successful way for most counties to alert citizens is through the use of a combination of redundant systems. For pastoral Lincoln County, Georgia the optimal systems are an alert siren and auto call capabilities. Both of these …

Proper Crime Recording As An Effective Feedback Tool In Articulating A Crime Policy, Kevin A. Unter Mar 2011

Proper Crime Recording As An Effective Feedback Tool In Articulating A Crime Policy, Kevin A. Unter

Georgia Journal of Public Policy

Crime policy is subject to the policy process just like other governmental policies. An effective crime policy is one that reduces the amount of crime in a police department’s jurisdiction, e.g., the city. Accordingly, crime policy consists of the same policy components – agenda setting, formulation, implementation, and feedback. The implementation of any crime policy depends on the information collected by police departments, often through crimes reported to the department via 9-1-1 calls or brought to a police officer’s attention through proactive police work. The success of that police work relative to the reported crime first depends on whether the …

New Start: The Contentious Road To Ratification, Elizabeth Zolotukhina Mar 2011

New Start: The Contentious Road To Ratification, Elizabeth Zolotukhina

Journal of Strategic Security

Senate ratification of the New START treaty re-established effective bilateral inspection and monitoring of American and Russian nuclear holdings and has the potential to further enhance U.S.-Russian cooperation on key issues, including containing the Iranian nuclear program, and further reductions in the two countries' arsenals. Although the accord was widely heralded as a foreign policy success of the Obama administration, the contentious Senate ratification may impede future progress on arms control.
