A year ago the world witnessed the swift advances of the Islamic State of Iraq and al-Sham (ISIS) in Iraq and Syria. Though the emergence of the group was somewhat expected for those who have been following the regional developments of the past years it caught most of the world by surprise. This paper examines and compares, in historical context, the expansion of governmental authority in response to threats of bioterrorism, one of which is aimed directly at people, the other of which is aimed directly at agribusiness. The examination reveals that there is a historical, natural tendency of the executive branch to expand its powers and that the legislative and judicial branches tend to defer to the executive branch during emergencies. The comparison reveals that, although there is such a natural attempt by the executive branch to expand its powers, such expansion has yielded more to concerns over individual rights and …

Drug trafficking is an ever growing international security conundrum. Transnational crime syndicates have proved to be extremely resilient to counter-narcotics initiatives. Despite the efforts of national and international institutions, enormous amounts of drugs are produced, trafficked and consumed throughout the world. Transnational crime syndicates manufacture new psychoactive substances when the governments increase controls over existing drugs. Annual number of drug-related deaths has increased to 250,000 globally. Illicit drug trade proved to be an insidious threat that finances terrorism, instigates corruption, undermines economic development and erodes state authority. This paper seeks to argue for the development of a global and multileveled management of cybersecurity. To do so we first define cybersecurity by situating it within the broader framework of the changing concept of security. To this end we look at the evolution of the security concept, mainly since the end of the Cold War, and its relationship to cybersecurity in today’s global affairs. For too long now, DOD and the military services have been paying lip service to the need for foreign language capability across all ranks. It’s about time that DOD made real progress by mandating foreign language instruction at all levels of military training and schooling and by obtaining the funding needed to expand DLI’s mission to include meaningful language instruction for all servicemembers, both linguists and non-linguists. And by the way, shouldn’t the service academies make foreign language proficiency a requirement for graduation?

It has long been acknowledged that multinational corporations have acquired legal personality under international law. Unlike states, however, MNCs are not precluded by notions of sovereignty and territorial inviolability. In the narrative of rogue and failing states and the emerging international norm of humanitarian intervention, most observers characterize MNCs as villainous predators. In states that have a permissive regulatory environment, MNCs exploit cheap labor, enable authoritarian regimes, and pollute the environment. Some observers believe that MNCs are also positive forces that contribute to the economic and political stability of the state and its people. Either way, combatant commanders need to …

This study posits to investigate the relationship between fiscal deficits, economic growth and money supply in Nigeria. In Nigeria, huge fiscal deficits had been recorded over some years. What has been the nature of the relationship between fiscal deficits, economic growth and money supply in Nigeria? To answer this question, Granger causality test was conducted to see whether fiscal deficits granger cause economic growth and money supply or economic growth and money supply granger cause fiscal deficits. The leader of the Maitatsine sectarian group attempted it in 1981 and eventually led to large scale uprisings. This article explores the central theme in the normative philosophy arguments of Michael Walzer; Charles Taylor; and Will Kymlicka and their applicability to the state building processes and constitutional politics in Nigeria. The main argument of these scholars is that, in a multicultural society, equality and justice; unity and stability are likely to prevail if state building and constitutional processes of a country recognises and accommodates ethnic diversity. Recent literature has failed to reach a consensus on how best to model the defense-growth relationship. Although several attempts have been made to solve the problem by the theoretical comparison of models, empirical attempts of comparison have been largely restricted to the United States. Given the recent criticism of the Feder-Ram model, this paper uses Iranian data to compare the performance of the Feder-Ram and augmented Solow models in the context of a growing, yet heavily militarized, economy. The results indicate that the improved ability of the augmented Solow model to explain economic growth can better account for the effects …

Growing Apart? Ethno-Regional Identity Politics, Tensions And Threats To The Nigerian State, 1960-2010, Ali Simon Yusufu Bagaji

The notion of democracy, the motive behind party formation, ethno-regional spread of parties, voting behaviour and pattern of electoral results, and pre and post election crises among other fissiparous tendencies are all indications that Nigeria is a highly divided society. This article examines manifestation of ethno-regional identity politics, and how identity has re-focused political participation, struggles and conflicts in the Nigerian federation. It concludes that despite institutionalisation of measures aimed at preventing the use of any form of divisive identity in the Nigerian body politic. Nigeria, after over fifty years of state-building and political engineering, appears to be growing apart.

In tegenstelling tot veel andere landen die ook in Irak en Afghanistan actief zijn of waren, zoals de Verenigde Staten, Groot-Brittannië, Spanje en Canada, is Nederland tot op heden gevrijwaard gebleven van een groot martelschandaal of een binnenlandse discussie.
