Voting district boundaries are often manipulated, or gerrymandered, by politicians in order to give one group of voters an unfair advantage over another during elections. To make sure a system of voting districts is not gerrymandered, the population size, the shape, and the voting efficiency of each party in each district should be taken into consideration. Following recent work of Boris Alexeev and Dustin G. Mixon, we discuss mathematical criteria for each of these three aspects, and we prove how problems arise when attempting to apply all three at once to a districting system--first to a simplified districting system and …

Equality is at the heart of liberal, democratic political theory. Despite this, there is considerable disagreement about how we should understand equality in the context of liberal politics. Several different conceptions of equality (e.g., equality of opportunity, equality of welfare outcomes, and equality of basic rights) will recommend different and often conflicting policies and institutions. Further, we can expect, in democratic societies, that citizens will disagree on the correct conception of equality. A substantial gap exists between those who are considered experts on mental health (e.g., academics, mental health professionals) and those in charge of constructing mental health policies (e.g., legislators, Senators). This gap is in areas of both knowledge and professional relations. Mental health professionals are not adequately trained to engage in policy advocacy and reform efforts and have little to no policy advocacy training (Smith, Reynolds, & Rovnak, 2009). If you aren't familiar, the NYTimes covered it a bit, but basically a whole bunch of candidates associated with the New Queens Dems, myself included, running for Queens County Committee got screwed and forced off the ballots in favor of candidates who did not even know they were running.

In Stealth Democracy, Hibbing and Theiss-Morse seek to show that much of the American public desires "stealth democracy"--a democracy run like a business with little deliberation or public input. The authors maintain that stealth democracy beliefs are largely reasonable preferences, and the public does not want and would react negatively to a more deliberative democracy. This paper introduces an opposing "authoritarian stealth democrats thesis" that suggests that stealth democracy beliefs may be driven by authoritarianism and a variety of related orientations including poor political perspective taking and low cognitive engagement. Bosnia-Herzegovina, a country recently torn apart by ethnic violence in the 1990s, remains standing yet has struggled for the past two decades to materialize dynamic reform from political corruption and has failed to progress to a more stabilized society. Matters of ethnic divisions, political corruption, and economic underdevelopment all contribute to a deadlocked society vulnerable to further destabilization. The Dayton Peace Agreement produced an environment fit to maintain political corruption with elite entrenchment and governmental deadlock that continues to freeze the county in 1995 and inhibits true ethnic reconciliation. This paper proposes a new, modified decision matrix for voter turnout: Likelihood of Voting = Personal Connection + Sense of Duty + Self-Interest – Difficulty in Voting – Sense of Apathy. It introduces a new variable, “Personal Connection.” This variable combines the important contributions of social pressure and canvassing research as a summary motivation of the two. In order to test this hypothesis, I complete an initial review of ANES data and a metanalysis of relevant literature. The conclusion is that there is enough data to support further research into the proposed formula and new variable for voter turnout.

Local nonprofit organizations in the Pacific Northwest have stepped up to fill a leadership void in forest management since the Timber Wars of the 1980s and 1990s. Community based resource management groups (CBRM) have focused on stewardship of ecosystem services, and leading efforts to employ local workers to restore forest ecosystems and watershed functions. In Northern California, even as CBRM capacity has grown since the Timber Wars, a new transformative challenge threatens community and landscape adaptive capacity. I approach Bolivian coca policy under Evo Morales, Bolivia’s first indigenous President, as a site to examine the broader issue of decolonization. My paper argues that the new General Law of Coca, passed in March 2017, is part of a larger systemic pattern of violence towards historically disenfranchised communities in Bolivia, despite Morales’ indigenous Aymara identity and pro-coca activism. Drawing on interviews I conducted and a postcolonial theoretical framework, I analyze how although Morales has rhetorically advocated for indigenous communities and decolonizing Bolivia, colonial legacies supplanted in the subjectivity of Bolivians and institutions of its government have persisted. Approaching the 100-year anniversary of the Nineteenth Amendment, women comprise approximately 51 percent of the American population but hold only 24.8 percent of state legislative seats and 19.4 percent of United States Congressional seats. The scholarly literature suggests that one contributing factor to this inequality is a real or perceived gender difference in fundraising success. My hypothesis is that state public financing programs will decrease gender inequality in state legislative offices. This article discusses the modality of Yasin Limpo’s family in the 2015 Gowa Regency local election. The modality itself consists of economic, social, cultural, and political capital. This research applies qualitative approach which shows that influential capitals are actually the legacy of resources owned by an influential older member of the family. As he acted as regents in previous terms he controlled resources which in turn signifi¬cantly generate public support to the candidates in the 2015 local election. In this collective article, the authors explore constructions of early childhood practitioners and how they disconnect and reconnect in a global neo-liberal education policy context. The contributions to the conversation provide windows into shifting professional identities across five national contexts: New Zealand, the USA, Ireland, Australia and Denmark. The authors ask who benefits from the notion of distinct professional identities, linked to early childhood education as locally and culturally embedded practice. During its violent spread across the Middle East, the Islamic State of Iraq and Sham (ISIS) amassed both a local and international following in large part due to its usage of emergent media distribution. Beginning in 2014, ISIS’s Ministry of Media published an English-language magazine, Dabiq, disseminating its issues through online platforms. Dabiq and its successor Rumiyah both serve as propagandistic recruitment material for ISIS’s international community as well as broadcasting the message of the jihadist movement to ISIS’s enemies.
