To what degree does instrumental reason influence election news coverage? Using Habermas's understanding of system/life-world as a heuristic, I map the rationalization process of political communication. This illuminates the institutional logics at play in the field of politics and the field of journalism, and the way the social dynamics between them enable the framing of political life as a strategic game. This understanding is then contextualized within an analysis of the media frames that informed the Canadian federal election of 2011. I find that news coverage does tend to focus on political strategy; but this is not wholly at the …

The current model of operations for the International Space Station (ISS) is an exercise in futility. Persistent maintenance, risk aversion, high ground support and logistics costs and a lack of scientific productivity have rendered the world's most expensive laboratory severely underutilized.

An alternate management paradigm for ISS operations, based upon an approach utilized by national, state and local governments for the maintenance of public infrastructure (e.g., roadways) is presented. Agency Input As A Policy Making Tool: Analyzing The Influence Of Agency Input On Presidential Policy Success In Congress, José Villalobos

This study posits a theoretical framework for understanding the role and value of agency input in presidential legislative policy making. I assert that by employing agency input for policy development, presidents instill their proposals with a degree of bureaucratic objectivity, expertise, process transparency, and agency support, which aids their legislative passage while lowering the extent of changes made to policy substance in the process. To test my hypotheses, I conduct binary and ordered logistic regression analyses using pooled cross-sectional data across twelve administrations from 1949-2010. I find that agency input serves as a key component for increased presidential legislative success.

During President George W. Bush’s tenure in the White House, his administration stood clearly against state-level efforts in California and elsewhere to decriminalize soft drugs. Despite his loyalty to smaller government values and state sovereignty on other issues, the prospect of state-level drug decriminalization led Bush to pursue federal means of enforcing anti-drug laws. Years later, President Barack Obama, though known for his reputation as a federalist, shifted power over drug policy enforcement more towards the state level as a means to allow certain states to enact drug decriminalization policies at their will, particularly with respect to medicinal marijuana. Despite the remarkable contributions made by women to secure peace in Liberia, women's representation in politics is still low. The first female African President has been elected, as well as a few women to strategic government positions, but the vast majority of women remain invisible. The reliance on these few women in government is inadequate to produce the significant changes that will be required to bring equality for all women.

This study examines the recognition of women's relative participation and recognition in postwar reconstruction in Liberia. Differences between traditional and non-traditional women's participation in Liberia were found.

Peace enforcement—the threat or use of military force to compel belligerent adherence to a civil war settlement—has become increasingly salient in the past decade. Using a hazards analysis of all civil wars and associated third party interventions between 1945 and 2013 in addition to three structured, focused case studies, I argue that peace enforcement operations that 1) utilize the appropriate typological spoiler management strategy and 2) maintain legitimacy and impartiality through close cooperation with UN peacekeepers, are the most successful at catalyzing civil war termination and securing durable peace. Some programs operate under the (perhaps mistaken) belief that ITAR doesn’t apply to them (or that they will never be caught). While it would seem that most, if not all, women would be in favor of gaining the right to vote, the women’s suffrage movement did not represent the wishes of all women within the United States. Urban forests are multifunctional socio-ecological landscapes, yet some of their social benefits remain poorly understood. This paper draws on ethnographic evidence from Seattle, Washington to demonstrate that urban forests contain nontimber forest products that contribute a variety of wild foods, medicines, and materials for the well-being of urban residents. We show that gathering wild plants and fungi in urban forests is a persistent subsistence and livelihood practice that provides sociocultural and material benefits to city residents, and creates opportunities for connecting with nature and enhancing social ties.
