Across the United States, cities are expanding. It is the role of the city leaders to promote policies that benefit both current and incoming residents. While these policies have intended results, the realized benefits and damages are challenging to define because they are the result of individual choices and the unique characteristics of the city. As a result, policymakers need to consider a complex web of factors such as employment, taxation, housing, mobility, and environmental quality. This thesis seeks to analyze these overlapping factors to discuss how policymakers can increase well-being while mitigating potential harms.

Conscience voting in the New Zealand House of Representatives offers a unique opportunity to assess Sam Peltzman’s ‘Principal-Agent Theory’ as outlined in his 1984 paper, Constituent Interest and Congressional Voting.

This thesis begins with a brief assessment of the principal-agent model (and other literature regarding parliamentary representation) before looking at the New Zealand Parliamentary system and the phenomenon of private member’s bills and how they aid the legislative process. This thesis investigates the unique interactions between pregnancy, substance involvement, and race as they relate to the War on Drugs and the hyper-incarceration of women. Using ordinary least square regression analyses and data from the Bureau of Justice Statistics’ 2016 Survey of Prison Inmates, I examine if (and how) pregnancy status, drug use, race, and their interactions influence two length of incarceration outcomes: sentence length and amount of time spent in jail between arrest and imprisonment. The results collectively indicate that pregnancy decreases length of incarceration outcomes for those offenders who are not substance-involved but not evenhandedly -- benefitting white …

This paper aims to evaluate the implications of France’s Gilets Jaunes movement for French representative democracy. The Gilets Jaunes movement is unprecedented due to its durability and its resistance to institutional support, including political parties, labor unions and civil society organizations. This paper contextualizes the movement’s demands and particularities through a demographical analysis of its participants and an investigation of its characterization as “anti-system” to understand what changes in partisan identification foreshadow for French democracy.

Congress has become infamous for its lack of understanding of technology, particularly with the Facebook and Google hearings in 2018. To improve this understanding, this thesis argues for the return of the Office of Technology Assessment (OTA), a congressional support agency created in 1972 that provided science and technology expertise to Congress until its termination in 1995. It also considers potential changes that might be made to the old OTA model and the political environment in which a new OTA would need to survive.

It examines spatial organization as a social product, and simultaneously a producer of mainstream associations of illegal activity at the border with Mexico. I will argue that a discussion of sovereignty as it relates to internal conflict deepens our understanding of the Colombian conflict, and in turn, the Colombian conflict deepens the ongoing discussion on sovereignty. Internal armed conflict is a tool to free and dominate populations, to save and kill individuals, and to destroy and build institutions. Thomas Hobbes and John Locke set an initial framework for understanding sovereignty. Armed actors use violence to create a sphere of influence that overlaps with the state’s legal jurisdiction: armed actors use violence as a strategy of hegemonic state building. This dissertation looks at how enhanced political participation opportunities can increase individual liberty and improve public-sector reform efforts. It blends political theory with contemporary concerns for individual well-being and government accountability. To do this, several research methodologies are used, including normative, qualitative process-tracing, and quantitative analysis.

First, the dissertation draws insights from ancient and modern political philosophy and the political thought and example of Jane Addams in 19th Century Chicago. This thesis evaluates the effects of compulsory military service in South Korea on the political behavior of men from a public policy standpoint. I take an institutional point of view on conscription, in that conscription forces the military to accept individuals with minimal screening. This thesis will address the impact of political and economic forces on the equitable access to fresh water in Ecuador. Demographic factors such as the rural-to-urban migration and the political and economic forces have strongly influenced the debate over the privatization of the provision of potable water and sanitation services. Within the context of Ecuador, two different approaches by the largest cities, Quito and Guayaquil, are analyzed; in Guayaquil, the services were privatized, while in Quito, the public utility was corporatized, remaining under public control. This thesis explores schoolyard-based education as a viable and necessary method for rectifying the shortcomings within the American public school system and the Nature-deficit Disorder epidemic. We argue that schoolyard-based education should be fully integrated into the school system, not in the sole form of popularized school gardens, but as a standard teaching method. We show this using extensive research and a case study of three elementary schools in Claremont, California.

This work explores how authors employ literary modes to persuade readers towards one side or another of the environmental debate and whether the works promote constructive discourse on environmental issues. It uses two seminal works from each side of the environmental discourse, Silent Spring and The Population Bomb and The Ultimate Resource and The Skeptical Environmentalist, to analyze stylistic differences and similarities, to compare public reception, and to explain the increasing polarization of environmental discourse.

Do Political Contributions Purchase Regulatory Discretion In Mining Inspections?, Neil K. Malani

A vast literature acknowledges the corruptibility of regulators; however, empirical tests on the matter have been limited to two-agent models examining the rulemaking process and price regulation of natural monopolies. It remains an open question whether political contributions, by driving legislative pressure, can entice laxity from regulators in their application of the rules. To remedy this issue, I observe the highly-regulated coal mining industry for which there exists several points for inspector discretion. By comparing the outcomes with Congressional coal mining contribution levels, I am able to ascertain capture across several dimensions. Specifically, I find that contributions are associated with …
